On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:15 p.m. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the Board entered into executive session at 7:21 p.m. to discuss current litigation, at which time the work session was ended on the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the executive session ended at 8:00 p.m.

Regular meeting of the Board of Trustees opened at 8:10 p.m.
The Pledge of Allegiance was led by Trustee Cardali.
Trustee Cardali led all in a moment of silence to honor Ex-Fire Chief Brad Maier, a 53-year member of the Fire Department, who passed away this week.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to approve the minutes of the March 23, 2021 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the letter from the General Convention of the Fire Department dated April 8, 2021:
The annual meeting of the General Convention of the Babylon Fire Department was held at 8:00 PM on Thursday, April 8, 2021 as prescribed by Article III, Section 1 of the Department Bylaws.
The purpose of the Convention was to elect nominees for the office of Chief of the Department, First Assistant Chief, Second Assistant Chief, and Third Assistant Chief.
The nominees receiving the plurality of votes were as follows:
Chief of the Department Joseph F. Fraccalvieri
First Assistant Chief Matthew B. Arundale
Second Assistant Chief James P. Miga
Third Assistant Chief William T. Sadousky
Please forward the results of the General Convention to the Village Board for their confirmation.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to increase the annual salary of Jennifer Lister $1,000 effective April 13, 2021, having completed her six-month probationary period.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the resignation of William Whittier as a full-time parking meter officer effective April 16, 2021.
ALSO RESOLVED to hire William Whittier as a part-time parking meter officer with a salary of $31.73 per hour effective April 17, 2021.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to Babylon High School Senior Night Committee, Class of 2021, to host ‘Celebrating the Class of 2021” sponsored by the Village of Babylon at the Village pool on Tuesday, June 29th, 2021 from 6:00 PM to 8:00 PM (rain date, Wednesday, June 30th, 2021). No alcohol will be served and all COVID restrictions and guidelines will be followed. A car parade for the graduating seniors will leave the Village of Babylon municipal lot behind 72 E. Main Street at 5:00 PM and proceed down Fire Island Avenue to the Village Pool.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously* carried, it was
RESOLVED to grant permission to Save the Great South Bay to conduct the 4th annual Community Creek Clean Up along Carll’s River on Saturday, April 17, 2021, from 9:00 AM to Noon, beginning at the Park Avenue Tennis Courts, provided all COVID guidelines are followed. [The Village Sanitation Department will provide 100 clear garbage bags and pick up the garbage at designated spots upon completion of the clean-up.] This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.
*Trustee Silvestri abstained from voting on this resolution since she is a volunteer for this organization.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED that the Village of Babylon will hold a car show with food trucks at the Main Municipal dock on Saturday May 16, 2021 from 11:00 AM to 3:00 PM, contingent upon receiving the appropriate insurance certificates and hold harmless agreements from all participants.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hold a Bid Opening at 9:30 AM on Thursday, April 29th, 2021 for Plastic Bags. Bid Specifications will be available beginning April 15, 2021 in the Office of the Village Clerk, Monday through Friday, between the hours of 9:00 AM and 5:00 PM.
Trustee Cardali commented that work is going on at the pool to have it ready for opening day, June 25th. Applications are now being accepted for positions at the pool.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Alexander Iacono-Hall as a part-time parking meter officer with a salary of $11.00 per hour effective March 26, 2021.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to increase the annual salary of Steven Lichioveri $1,000 effective March 27, 2021, having completed his six-month probationary period.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Arts Council to co-sponsor this year’s Art Walks with the Chamber of Commerce on Saturday, September 18, 2021, from 11:00 AM to 3:00 PM, following all CDC and New York State COVID protocols. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.
ALSO RESOLVED to grant permission to the Babylon Village Arts Council to maintain temporary signs from September 4th to September 18th, 2021 at the entrances to the Village to promote the Art Walks event.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to issue refunds in the amounts indicated to the applicants listed on the attached chart for the return of ZBA sign(s).

Trustee Silvestri commented that the Bike Share bikes are back in the racks, which are located at Argyle Lake, the Park Avenue tennis courts, the Village Pool, the James Street parking lot, and the train station. She spoke about upcoming events at the Conklin House including a “mini-Murph” event for 3rd through 6th graders, and mentioned that Veteran’s would be able to view the Memorial Day parade from the Conklin House porch.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to increase the annual salary of Raymond Peterson $33,000 effective April 17, 2021.

RESOLVED to grant permission to the Babylon Village Arts Council to use the Village gazebo for poetry readings on the following evenings from 6:30 PM to 8:00 PM, provided all CDC COVID guidelines are followed:

RESOLVED to grant permission to Babylon Village Girl Scout Troop #616 to use the Park Avenue tennis court parking lot (southeast courts) to sell Girl Scout cookies on Saturday, May 1, 2021 at 1:30 PM. RESOLVED to increase the annual salary of Graceanne Sawczyn $1,000 effective April 13, 2021, having completed her six-month probationary period.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the American Legion Babylon Post 94 to hold the Memorial Day parade on Monday, May 31, 2021 at 11:00 AM, following all COVID guidelines. The parade will start at Foster Blvd. and Deer Park Avenue, proceed south on Deer Park Avenue to Montauk Highway, then west to the gazebo, where the Memorial Day ceremony will be held. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Lions Club of Babylon to maintain temporary signs at various merchants in the Village from May 2nd to May 16th, 2021, to advertise their drive-thru pancake breakfast to be held May 16th, 2021.
[The Village Highway Department will assist in displaying the 5 large signs around the Village.]
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $10.00 to Scott Cash for switching from boat slip #7010 at Southeast Lewis Pond to slip # 5077 at Lewis Pond.

RESOLVED to issue a refund in the amount of $10.00 to James Friel for switching from boat slip #7007 at Southeast Lewis Pond to slip # 5025 at Lewis Pond.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the attached agreement with Geesebusters for geese control at the golf course for the 2021 season. [#1497]
Mayor Adams made the following announcement:
This Saturday, April 17th, 2021, from 9:00 AM to 1:00 PM is Shred Day for residents of the Village of Babylon. Shred Day will be held at the Village Highway Truck Bay on Carlston Place, one block north of Main Street, off North Carll Avenue, behind the Village Hall Municipal Building. Mayor Adams thanked Trustee Cardali for setting up Shred Day.
The Mayor thanked everyone for working together on the Shop and Dine event this past weekend- the Chamber of Commerce, the Highway Department, the trustees, and a special thanks to Jackie DiDonato of Pandemonium for suggesting this event.
Mayor Adams reminded everyone to continue to wear masks, social distance, wash hands, and stay safe.
