A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, APRIL 25, 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali and Trustee Bencivenga.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the work session opened at 7:30 PM. On the motion of Trustee Seibert seconded by Trustee Cardali and unanimously carried, the work session ended at 8:05 PM.

Regular meeting of the Board of Trustees opened at 8:10 PM.
The Pledge of Allegiance was led by Trustee Bencivenga.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the minutes of the April 11, 2023, regular meeting of the Board of Trustees, as amended, and dispense with the reading of the same.
The Village Clerk read the correspondence from the Fire Department dated April 18, 2023:

RESOLVED to accept the Fire Department actions as read.
Trustee Seibert read the following:
WHEREAS a budget hearing was held on Monday, April 4, 2023 to consider the adoption of the proposed budget for the 2023/24 fiscal year,

RESOLVED to approve the attached Budget Amendments for the 2022/2023 Fiscal Year.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the attached Budget Transfers for the 2022/2023 Fiscal Year.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED for the Village of Babylon and LI P.R.E.P. to hold Mental Health Matters Day at the Gazebo on May 27, 2023 from 11:00 AM – 2:00 PM.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept GGG Construction Corp. as the contractor for the improvements in the sidewalk and brick work project under the Community Development Block Grant.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire James Hanley as a full-time laborer at a yearly salary of $29,120, effective April 24, 2023.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Paul Turner as a part time Park Attendant 1 at a rate of $12.00 per hour effective March 26th, 2023.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to Long Island P.R.E.P. to display signs at various locations around the village from May 7th to May 27th, 2023, to promote the Mental Health Matters Fair on May 27th, 2023.

RESOLVED to hold a bid opening for Shore Road Bulkheading – Phase II on May 11, 2023 at 9:30 AM.
Trustee Bencivenga read the following:
WHEREAS, the Governor’s Office of Storm Recovery (“GOSR”) and the Town of Babylon (“Town”) awarded Bid No. 20G74, Carll’s River Watershed, Location No. 5, Locust Avenue, Babylon Village to Grace Industries, LLC, and
WHEREAS, all work performed by Grace Industries, LLC. pursuant Bid No. 20G74 has been completed and deemed acceptable by GOSR, the Town of Babylon and NV 5

NOW, THEREFORE, be it
RESOLVED, that all work performed by Grace Industries, LLC. be and is hereby accepted by the
Village Board of Babylon as satisfactorily complete.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to hire Edward Walsh as a full-time laborer at a yearly salary of $35,360, effective March 6, 2023.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to terminate Lionell Lemos, part time laborer, effective April 14, 2023.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the residents of Alton Road to hold a block party on Saturday, July 8, 2023, from 9:00 AM - 11:00 PM, with a rain date of Sunday, July 9, 2023. The street will be blocked between Wilson Drive and Mayhew Avenue, subject to parking restrictions for emergency purposes.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the American Legion Auxiliary Unit 94 to hold a yard sale at the American Legion on September 17, 2023. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $1,560.00 to Barry Corbett for boat slip #4036 in East Creek. Resident gave up boat slip permanently as of the 2023 Season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $825.00 to Yosef Qureshi for boat slip #3030 in Boynes Canal. Resident decided to sublet his slip for the 2023 Season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to hire William Tillinghast as a part time Park Attendant 1 at a rate of $12.00 per hour effective March 26th, 2023.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hold a bid opening (re-bid) for Pool Resurfacing – Phase II on April 27, 2023 at 9:30 AM.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to allow John Capizzi to hold a lemonade stand fundraiser to benefit The Epilepsy Foundation on July 8, 2023 from 10:00 AM - 4:00 PM at Argyle Park.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hold a public hearing on May 23, 2023 at 7:00 PM to consider the adoption of proposed Local Law 0523PH §365-20 of 2023 amending Chapter §365-20 Land Use Regulations for the Downtown Business District.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the resignation of Dawn Carrier, part time office assistant, effective April 29, 2023.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED grant permission to Babylon Village Arts Council to put up two temporary signs at the eastern entrance of the Village on Montauk Highway and the western entrance to the Village on Montauk Highway to advertise their Art by the Falls Event on May 20th, 2023, with a rain date of May 21st, 2023.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
