A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, APRIL 8, 2025. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga, and Trustee Goodwin. Absent was Village Attorney Charles J. Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Goodwin and unanimously carried, the work session opened at 7:00 PM. On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:03 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

RESOLVED to approve the minutes of the March 25, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the General Convention of the Babylon Fire Department dated April 4, 2025:

The annual meeting of the General Convention of the Babylon Fire Department was held at 8:00 PM on Thursday, April 3, 2025 as prescribed by Article III, Section 1 of the Department Bylaws.

The purpose of the Convention was to elect nominees for the office of Chief Engineer, First Assistant Chief, Second Assistant Chief and Third Assistant Chief.

The nominees receiving the plurality of votes were as follows:

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50 to Guiseppe Ruta for the return of (1) BOT sign for partial refund for the property located at 238 Deer Park Ave. [010-01-017 & 019]

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

RESOLVED to extend the term of Karl Anderson for the Zoning Board of Appeals for five years, expiring April 2030, effectively immediately.

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

RESOLVED to hold the Snapper Derby at the Main Dock on August 23, 2025 from 9:00 AM. -12:00 PM.

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated to the applicants listed below for the return of ZBA signs. [Hearing Date 3/19/2025]

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to Babylon American Legion Post #94 to hold their annual Memorial Day Parade on May 26, 2025. The parade will start at 11:00 a.m. at Foster Blvd. and Deer Park Ave. The parade will proceed south on Deer Park Ave. to Montauk Hwy., then west to the Gazebo, where the ceremonies will be held. Upon conclusion of ceremonies, refreshments will be served at Babylon Post #94, located at 22 Grove Place. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to hire Endy Villalone as a full-time laborer with an annual salary of $29,120, effective February 3, 2025.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED that assessment changes have been made to the 2025 Tentative Roll for the 2025 Final Roll, as per the attached Assessment Review RP-552 forms.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to issue a refund in the amount of $187.14 to the property owner, Joseph Lorenzoni, of 89 Annuskemunnica Road, as per the attached Assessor’s Petition for 2024/25 Taxes. [S/B/L 022-02-049]

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to issue a refund in the amount of $80.00 to Brandon Roig for moving from Slip #38 on Main Dock to a smaller slip #103 on Lewis Pond, for the 2025 boating season.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to Community Church to maintain a 10’ wide x 16’ tall temporary sign on the side of building of the Church at 300 W. Main Street from April 8th to April 20th, 2025 for Easter Week Services.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to hold the Annual 9/11 Memorial March on Thursday, September 11, 2025 at 8:30 AM.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to hold the Snapper Clinic at the Gilbert C. Hanse Pool parking lot on August 16, 2025 from 9:00 AM – 12:00 PM.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to change the Sitters fee for the Gilbert C. Hanse Pool from $15.00 to $20.00 each effective immediately.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to increase the annual salary of Jacob Walker by $1,000 effective March 26, 2025 having completed his six-month probationary period.

On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to hire Kyle Malone as a full-time laborer with an annual salary of $35,360, effective February 10, 2025.

On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried,

WHEREAS, the Mayor and the Board of Trustees have determined that for the purpose of promoting the general welfare of its residents, to control and regulate the quality of life in the Village, and in furtherance of those legitimate governmental objectives, does hereby

RESOLVE that a license is required for any private/commercial refuse collection within the boundaries of the Village; and

BE IT FURTHER RESOLVED that the fee shall be $500 per vehicle.

WHEREFOR, this RESOLUTION, hereby adopted by unanimous vote on April 8th, 2025, before a duly constituted meeting of the Board of Trustees, shall be promptly recorded in the Office of the Village Clerk, and made part of the public record.

RESOLVED to schedule a Public Hearing to be held on Tuesday, April 22nd, 2025 at 7:00 p.m. to consider proposed Local Law 0422PH of 2025- amend §343-82 Penalties for Offenses.

On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to approve the attached Warrant for April 8, 2025:

  • · Trustee Seibert reminded summer recreation programs are still accepting applications for all programs, including our new chess program.
  • · Trustee Bemcivenga said a slow start for Golf Course opening with the rain, hoping for better weather soon. Golf Camp registration this Saturday, April 12th at Village Hall. Clerk’s Office still placing boats, and slips are filling up. The Highway Department is getting repairs done and placing platforms that were requested.
  • · Trustee Cardali stated pool season is upon us. Opening day is Friday, June 27th at 12 noon. - Pool passes and swimming lesson registration days are Saturdays, May 10th, May 17th and May 31st at Village Hall from 9:00 AM – 12:00 PM. Shred Day is Saturday, April 26th, from 9:00 AM – 12 noon at the Village Highway Department.
  • · Trustee Goodwin said Conklin House tours are every 3rd Saturday of each month from 12:00 – 1:00 PM. Conklin House is also hosting a painting party on June 25th, from 6:00 – 8:00 PM; Children’s Collage workshop om July 8th,15th and 22nd from 6:30- 8:00 PM. Date change for Summer Soirée
