A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, December 10, 2024. Present were Mayor Adams, Trustee Seibert, Trustee Cardali, and Village Attorney Charles J. Casolaro. Absent was Trustee Bencivenga. On the motion of Trustee Seibert, seconded by Trustee Cardali, and unanimously carried, the work session opened at 7:18 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:02 PM.

Regular meeting of the Board of Trustees opened at 8:06 PM.
The Pledge of Allegiance was led by Trustee Cardali.
On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve the minutes of the November 26, 2024 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk noted there was no correspondence.
On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the attached contract renewal with Babylon Village Internet Service for the period January 1, 2025 to December 31, 2025. [#1517]
On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of KathyAnn Miga as Trustee of the Village of Babylon effective December 7, 2024.
Mayor Adams thanked Trustee Miga for her service to the Village and wished her good luck & happiness in her future.
On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED that the Village of Babylon will hold a General Election on March 18, 2025 for one Trustee for two years to fill an unexpired term and two Trustees and a Village Justice, each for a term of four years.
On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED that the locations on the attached list are hereby designated as Polling Places for the General Village Election to be held on March 18, 2025. Polling Places will be open on said day between the hours of 7:00 a.m. and 9:00 p.m.
This Election is for one Trustee for two years to fill an unexpired term and two Trustees and a Village Justice, each for a term of four years.

On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of Nancy Iglesias Gillen from the ZONING BOARD OF APPEALS effective December 31, 2024.
Mayor Adams thanked Nancy for her service on the Planning Board.
On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of Sean Goodwin as ALTERNATE on the PLANNING BOARD effective December 10, 2024.
On the motion of Trustee Cardali seconded by Trustee Seibert and unanimously carried, it was
RESOLVED that pursuant to New York State General Municipal Law section 104(b), the following people are responsible for PURCHASING:

On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to amend the hire date of Timothy Martin, full time greenhouse laborer, with an effective date August 9, 2024 to the corrected date of May 13, 2024. [BOT meeting 8/13/24]
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to increase the fee for a Landscaper permit to $150.00, effective December 15, 2024.
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to issue refunds in the amounts indicated to the applicants listed below for the return of ZBA signs. [Hearing Date 11/20/2024]

RESOLVED to approve the following warrant for December 10, 2024.

Trustee Cardali read the following and polled the Board:
RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law 1210PH of 2024 – amending the Village Code §187 – Garage Sales, and therefore,
BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment, and
WHEREAS a Public Hearing was held on Tuesday, December 10, 2024,
BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law 1210PH of 2024 - Village Code §187 – Garage Sales, is HEREBY ADOPTED as:
Local Law # 11 of 2024, amending the Village Code §187 – Garage Sales.

On the motion of Mayor Adams, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED for ALTERNATE John O’Farrell to replace Nancy Iglesias Gillen on the ZONING BOARD OF APPEALS effective December 31, 2024.
On the motion of Mayor Adams, seconded by Trustee Seibert and unanimously carried,
RESOLVED to appoint Sean Goodwin as Trustee to fulfill the unexpired term of KathyAnn Miga, until April 7, 2025, effective December 10, 2024.
The following announcements were made:
- Trustee Seibert stated the Cookie Contest at the Conklin House was a success. The playground at Lewis Circle is completed and new equipment is coming to the George Street playground.
- Trustee Cardali announced the Fire Department’s Santa Run will be on December 21st starting at 12 noon.
The meeting was opened to the public and the no one addressed the Board.
On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the meeting adjourned at 8:33 PM.
