A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, DECEMBER 5, 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Bencivenga, and Trustee Cardali. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 6:05 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali, and unanimously carried, the work session ended at 7:19 PM.

Regular meeting of the Board of Trustees opened at 8:04 PM.

The Pledge of Allegiance was led by Trustee Bencivenga.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to approve the minutes of the November 28, 2023 regular meeting of the Board of Trustees and dispense the with the reading of the same.

    The Village Clerk read the letter from the Fire Department dated December 12, 2023:

    At the regular monthly meeting of the Fire Council held November 21st, 2023 the Fire Council took the following actions and we await your approval:

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to promote Christine Becker to Justice Court Clerk effective December 15, 2023 with a $5,000 increase.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to hire Robert Eversfield as full-time laborer at an annual salary of $29,120 effective October 23, 2023.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to accept the resignation of Laura Milazzo, full time clerk, effective December 15, 2023.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to issue a refund in amount of $585.00 to Charles Carroll for boat slip #4060-2 in East Creek. Resident never got the boat in the water for the 2023 Season.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to hire Marisa Vanasco as full-time greenhouse laborer with an annual salary of $41,600 effective November 12, 2023.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED that the Mayor is authorized to sign the agreement with the Town of Babylon for Community Development Block Grant Funds.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED that the Mayor is authorized to sign a contract with R & R Partnership Enterprise, Inc., d/b/a Hold That Scene, for security at Babylon Village Hall.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to the Babylon Lions Club to maintain temporary 8 ½” x 11” signs at various merchants in the Village from February 11th through February 25th to advertise their take-out pasta dinner fundraiser to be held on Sunday, February 25th, 2024 at Café Il Villagio, 35 Deer Park Avenue.

      ALSO RESOLVED to grant permission to the Babylon Lions Club to maintain temporary 4’ x 4’ signs at the entrances to the Village from February 11th through February 25th, 2024 to advertise the take-out pasta dinner fundraiser at Café Il Villagio, 35 Deer Park Avenue.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to promote Madison Beckman to Deputy Court Clerk effective December 15, 2023 with a $5,000 increase.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to accept the resignation of Roberto Perez, full time laborer, effective November 24, 2023.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to hire Daniel Bonge as part time Code Enforcement Officer with an hourly rate of $15 effective December 5, 2023.

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to rehire Kendrick Barrett as part time laborer at a rate of $12 per hour effective November 13, 2023.

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to grant permission to St Nicholas Greek Orthodox Church to use Argyle Park at 12:00 Noon on Sunday, January 7, 2024, for the annual Blessing of the Waters. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to grant permission to the Babylon Lions Club to display No Parking signs on 3 parking meters in front of Café Il Villagio, 35 Deer Park Avenue, during their take-out pasta dinner fundraiser on Sunday, February 25th, 2024 from 2:00 PM to 6:00 PM.

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

            RESOLVED to grant permission to Lodestar Children’s Services Inc. to hold a “Milestones for Mental Health” bike/run on Sunday, May 4, 2024, 10:00AM to 2:00 PM. The route would start at the Gazebo, through the streets of Babylon Village (route attached), to kick off Mental Health Awareness Month. At the conclusion of the run, they would like use of the Gazebo to set up vendors with food and non-alcoholic drinks, music and short speeches. The goal is to promote the effects of mental health on children and their caregivers and to raise funds for Lodestar Children’s Services.

            This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as signed and notarized hold harmless agreements, from Lodestar Children’s Services Inc., and any vendors that participate.

            On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

              RESOLVED to approve the following warrant for December 12, 2023:

                   General Account:      $ 356,143.76

                   Conklin House:           $        109.99

                   Total General Fund:   $ 356,253.75

                   Capital Fund:              $ 178,048.29

                   TOTAL:                      $ 534,302.04


              Announcements:

              Mayor made the following announcement:

              Babylon Village is the recipient of two grants from Suffolk County for work to the downtown area:

              1.   $1,000,000 grant given to the Argyle Theater for improvements.
              2.  $ 100,000 grant for infrastructure project for sidewalk and red pavers to be installed from Lily Flanigan’s to Coldstone Creamery, about a block and a half.
              3. Work will be started soon on Grove Place from a previous grant.

              On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the meeting adjourned at 8:22 PM.
