A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, February 25, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Goodwin and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 7:07 PM. On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:02 PM.

The Pledge of Allegiance was led by Trustee Goodwin.

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

RESOLVED to approve the minutes of the February 11, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the following letter from the Fire Department dated February 24th, 2025:

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to accept the Fire Department actions as read.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to hold the Farmer’s Market at the Village Gazebo om Sundays from 8:00 am - 12:30 pm, beginning June 1st – October 26th, 2025.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to grant permission to St. Paul’s Reformed Church to hold a dawn worship service at the Argyle Park Gazebo on Easter Sunday, April 20, 2025, from 5:30 AM to 7:00 AM. This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to appoint Joann Lewald to the Planning Board as an Alternate, finishing out the term of Alternate James Kanzler (term ending 12/26), effective February 24, 2025.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried,

    WHEREAS, a Public Hearing was held on Tuesday January 28, 2025,

    BE IT HEREBY RESOLVED to approve the application of Frankie Bragaglia and Babylon Crew LLC., for a Special Use Permit to open and operate a lounge/restaurant and a pickleball court.

    And, be it further

    RESOLVED to approve and adopt the attached covenants and restrictions for Babylon Crew LLC, 96 East Main Street. [Section 014/ Block 02/ Lot 012]

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to re-appoint Caitlin LaRocco to the Architectural Review Board for a three-year term which will expire December, 2027.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to the G6PD Deficiency Foundation to display temporary 8 ½” x 11” signs at various merchants in the Village & on the bulletin board outside the Clerk’s Office, April 1st through June 23rd, 2025 to promote their “1st Annual Golf Tournament & Celebration” on Monday, June 23, 2025.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to accept the resignation of Thomas Rivera, full time laborer, effective February 10, 2025.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to approve the following Warrant for February 25, 2025:

            GENERAL ACCOUNT:       $ 101,519.37

                 CONKLIN HOUSE:        $       625.00

       TOTAL GENERAL FUND:        $ 102,144.37

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to hire Lucas Ramalho as a part time EMT with an hourly rate of $17.50 effective February 19, 2025.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to change the title of Melissa Kalhorn from Parking Meter Officer to EMT with an annual salary of $68,640 effective February 24, 2025.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to change the title of Brian Kuntz from part time parking meter officer to part time EMT with an hourly salary of $22.00 effective February 24, 2025.

      Trustee Cardali read the following Resolution and polled the Board:

      WHEREAS, the Mayor and Board of Trustees, after the receipt and review of those certain BID proposals on February 6, 2025, submitted for the sole purpose of awarding the contract for drainage items and work to be utilized for roadway projects throughout the Village of Babylon;

      WHEREAS, the Village received six (6) bid proposals that were reviewed by their engineer and Village Attorney;

      WHEREAS, the Village Engineer and the Village Attorney have concurred on their recommendation of the awardee to the Mayor and Village Board of Trustees;

      NOW THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Babylon hereby awards the contract for the Village’s 2025 Drainage Items and Work for Roadway Projects to Roadwork Ahead, Inc., 2186 Kirby Lane, Syosset, New York 11791, as the lowest responsive bidder, for the contract price of $308,050.00.

      BE IT FURTHER RESOLVED, a letter of Notice of Award shall accompany this Resolution and shall be served upon Roadwork Ahead, Inc.

      WHEREFORE, this RESOLUTION, hereby adopted by unanimous vote on February 25th, 2025, before a duly constituted meeting of the Board of Trustees, shall be promptly recorded in the Office of the Village Clerk, and made part of the public record.

        On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to grant permission to the Nathaniel Conklin Award Selection Committee to display 8 x 11” posters at selected stores throughout the Village to advertise the 2025 Nomination Applications from March 1st through May 9th, 2025.

        On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to schedule a Public Hearing to be held on Tuesday, March 11, 2025 at 7:00 pm to consider the application of Giuseppe Ruta of La Bottega to open a full-service Italian Restaurant to be located at 238 Deer Park Avenue, Village of Babylon.

        On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to accept the resignation of Alex Iacono-Hall, Parking Meter Officer, effective February 24, 2025.

          On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to grant permission to the Babylon Rotary Club to hold their 20th Annual Babylon Village Classic Dirty Sock 10K Run on Sunday, August 10, 2025, from 6:00 AM to 11:00 AM, with the start and finish adjacent to the tennis courts on the north side of Park Avenue. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.

          The following announcements were made:

          • Trustee Seibert stated summer recreation programs are accepting employment applications. Trustee Seibert is also working on getting quotes to replace the playground equipment at the Stowe Avenue playground.
          • Trustee Bencivenga stated the golf course will open Sunday, March 23rd and boat slip renewals are underway.
          • Trustee Cardali announced the Village pool is getting ready for the 2025 Season. Opening day will Friday, June 27th at noon. Swimming lesson signups and sale of pool passes well begin May 11th. Summer pool employment applications are now being accepted. Shred Day is April 26th, 9AM- Noon at the Highway Department.
          • Trustee Goodwin stated the Historical Society will have a trip to the Long Island Psychiatric State Museum on Friday, March 21st and will be hosting “My Betsey”: The Remarkable Wife of Alexander Hamilton, on Sunday, April 27th. Tickets for Dinner for Eight” on Saturday April 5th and for “High Tea” Sunday, May 4th are selling well, and tickers are still available.

          The meeting was opened to the public and the no one addressed the Board.

          On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, the meeting adjourned at 8:19 PM.
