A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, JANUARY 25, 2022. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the meeting opened at 7:00 PM. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:01 PM.

Regular meeting of the Board of Trustees opened at 8:04 PM.
The Pledge of Allegiance was led by Trustee Seibert.
Mayor Adams led everyone in a moment of silence for Jason Rivera and Wilbert Mora, the two New York City Police Officers lost in the line of duty.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to approve the minutes of the January 11, 2022 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the letter from the Fire Department dated January 20, 2022:

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to St. Joseph’s Church to conduct the annual ‘Stations of the Cross’ around Argyle Lake on Good Friday, April 15, 2022, between 1:00 PM and 3:00 PM, with assistance from Village Code Enforcement. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to issue a refund in the amount of $1,087.67 to Anthony Montiglio for overpayment of 2021 taxes on the property located at 192 Cedar Lane, per the assessor petition to correct total assessment on the 2021 roll.
On the motion of Trustee Silvestri, seconded by Trustee Siebert and unanimously carried, it was
RESOLVED to reduce the assessment on the 2021 tax roll for the following property, as per the attached assessor petition.

On the motion of Trustee Silvestri, seconded by Trustee Siebert and unanimously carried, it was
RESOLVED to remove and replace on the Tax Roll for the 2022-23 Tax Year:
Eligible Fund Exemptions with assessed values totaling 138,250, as per the attached. This is a total decrease in assessed value of 7,950 from the prior year.
On the motion of Trustee Silvestri, seconded by Trustee Siebert and unanimously carried, it was
RESOLVED to remove and replace on the Tax Roll for the 2022-23 Tax Year:
Residential Capital Exemptions with assessed values totaling 4,685, and approve additional applications with assessed values totaling 3,380, as per the attached. The total assessed value of Residential Capital Exemptions for 2022-23 is 8,065, which is an increase of 2,593 from the prior year.
Trustee Silvestri announced that there will be a tour of the Conklin House on Saturday, February 12th at 12 Noon. Trustee Silvestri also commented on the success of the Bethpage Bike Share Program in the Village. The 753 rentals in the Village, amounted to over thirty percent of Suffolk County rides. The bikes will be back in April.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Chamber of Commerce to hold the 2022 events in the Village of Babylon, including sidewalk access, as per the attached. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as signed and notarized hold harmless agreements, from the Chamber of Commerce and any vendors that participate.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED that the Board of Trustees or a majority thereof shall constitute the Board of Review to hear complaints in relation to assessments on Tuesday, February 22, 2022 at the Municipal Building, 153 West Main Street, Babylon, New York, between the hours of 3:00 P.M. and 7:00 P.M. Eastern Standard Time.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to remove and replace on the Tax Roll for the 2022-23 Tax Year:
Disability Exemptions with assessed values totaling 7,807, as per the attached. (There is no change in total assessed value from the prior year.)
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to increase the yearly rental permit fees on commercial rental properties from $100 per unit up to 4 units to $125 per unit up to 4 units, and to increase each unit after 4 units from $50 to $100, effective April 1, 2022.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to increase the yearly rental permit fees on residential rental properties from $100 to $125 per unit effective April 1, 2022.
Trustee Cardali clarified that the list of drivers of Unit 1-2-6 on the Fire Department list will be driving a new vehicle.
Trustee Cardali spoke of the heavy snow accumulation anticipated with storm predicted for this weekend. He asked those who live near fire hydrants to dig them out and asked everyone to remove their cars from the street so the snow plows can come through. It is anticipated that crews will be removing snow all day Saturday and Sunday. Residents with Monday rubbish pick-up should not put their rubbish out until after 6:00 PM Sunday.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED that the Village of Babylon will participate in the Town of Babylon’s 150th Anniversary celebration, with the kick-off event, Ole Times Day, in Babylon Village on Sunday, May 22, 2022 from 12 Noon to 5 PM. This will include use of the Village Hall municipal parking lot and street closure of North Carll Avenue from Main Street to Carlston Place between 10:00 AM and 6:00 PM. A 10’ x 10’ tent will be set up on North Carll Avenue for various Village organizations to introduce themselves to newcomers. The anniversary celebrations will conclude with a Town-wide parade on October 2, 2022.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to remove and replace on the Tax Roll for the 2022-23 Tax Year:
Alternative Veterans Exemptions with assessed values totaling 88,687, and approve additional applications with assessed values totaling 4,178. The total assessed value of Alternative Veterans Exemptions (Combat & Non-Combat combined) for 2022-23 is 92,865 as per the attached, which is a decrease of 2,463 from the prior year.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to remove and replace on the Tax Roll for the 2022-23 Tax Year:
Senior Citizen Exemptions with assessed values totaling 47,300. This is a decrease of 10,742 from the prior year, as per the attached.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the updated Authorized Personnel Form and Service and Storage Agreement with Seery Systems Group, Inc. for storage of Village of Babylon documents at their facility.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve the following warrant for January 25, 2022:

RESOLVED to grant to the South Shore Theater to use the Village Gazebo for the 2022 season of Shakespeare in the Park as indicated below:

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to issue a refund in the amount of $90.00 to Bethpage Federal Credit Union for overpayment of 2021 taxes on the property located at 142 Livingston Avenue [005-03-052.001].
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to accept the attached contract renewal with Babylon Village Internet Service for the period January 1, 2022 to December 31, 2022.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to remove and replace on the Tax Roll for the 2022-23 Tax Year:
Residence of Clergy Exemptions with assessed values totaling 4,500, as per the attached. (There is no change in total assessed value from the prior year.)
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED that the Receiver of Taxes for the Village of Babylon be authorized to close the Tax Year 2021-2022 on January 25, 2022, and return the Tax Roll and Warrant as required by Section 1426 of the Real Property Tax Law.
Trustee Seibert spoke about the Town of Babylon’s 150th Anniversary celebration. The Village of Babylon event on May 22nd will have bands, refreshments, and exhibits from various Village organizations. In October there will be a Town-wide parade. Trustee Seibert announced that we will start accepting applications for the Summer Recreation Program beginning February 22nd.
Mayor Adams read a statement regarding the recent concerns over the George Street Dog Park and opened the meeting to the public.
