A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JULY 23, 2024. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga, Trustee Miga and Village Attorney Charles J. Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:00 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:07 PM.
The Pledge of Allegiance was led by Trustee Seibert.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to approve the minutes of the July 9, 2024 regular meeting of the Board of Trustees and dispense the reading of the same.
The Village Clerk read the letter from the Fire Department dated July18, 2024:
At the regular monthly meeting of the Fire Council held July 16, 2024, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Park Avenue tennis courts (north and south side) from August 26th through November 8th, 2024, between 2:30 PM and 6:30 PM, for the Junior Varsity and Junior High Girls Tennis teams. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to accept the attached intermunicipal agreement for shared services between the Board of Education of the Babylon Union Free School District and the Village of Babylon, for a term of July 1, 2024 through June 30, 2025.
And
ALSO RESOLVED to authorize the mayor to execute the agreement. [Contract #1468]
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to correct the salaries of the THEATRE Director and the SCIENCE FRIDAYS Director to $18 per hour in line with the other recreation directors’ salaries effective July 1, 2024.
On the motion of Trustee Seibert, seconded by Trustee Miga and not unanimously carried*,
WHEREAS A PUBLIC HEARING was held on Tuesday, June 25, 2024, to consider the application of Peter Phelan, DHT Babylon Inc.,
BE IT HEREBY RESOLVED to deny the application and adopt the findings of fact and decision of July 17, 2024 for DHT Babylon Inc., 90 Deer Park Avenue, Babylon. [010-03-057]

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Ancient Order of Hibernians to hold a 4th Annual 5K Run/Walk in Southards Pond Park on September 14, 2024 between 6:00 AM and 11:00 AM, to raise money for the local food pantries. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $104.16 to Corelogic for an overpayment of 2024/2025 taxes for parcel SBL 017-02-001 (220 Woodsome Road).
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the residents of Cockonoe Avenue to hold a block party on Saturday, September 21, 2024, from 2:00 PM to 11:00 PM with a rain date of October 5, 2024. The street will be blocked between Wampum Road and Wyandanch Avenue, subject to parking restrictions for emergency purposes.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve the following warrant for July 23, 2024:
GENERAL ACCOUNT: $ 690,201.87
TOTAL GENERAL ACCOUNT: $ 690,201.87
TRUST FUND: $ 600.00

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the Babylon Fire Department to maintain 4’ x 3’ temporary signs from August 1, 2024 to November 30, 2024 for recruitment purposes at the locations listed below:
- East Main Street and Route 231
- West Main Street and Route 109
- Park Avenue and Little East Neck Road
- Deer Park Avenue and Lakeland Avenue
- John Street, coming into the Village
- In front of Village Hall
- In front of the Cedar Street Firehouse
- In front of the Fire Department Headquarters
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the residents of Alton Road/Cambridge Drive to hold a block party on Saturday, August 17, 2024, from 12:00 PM to 11:00 PM, with a rain date of Sunday, August 18, 2024. The street will be blocked between Little East Neck Road S / Mayhew Avenue and Wilson Drive, subject to parking restrictions for emergency purposes.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the residents of Ketewamoke Avenue to hold a block party on Saturday, September 14, 2024 from 4:00 PM to 11:00 PM with a rain date of September 21, 2024. The street will be blocked between Deer Park Avenue and Wampum Road, subject to parking restrictions for emergency purposes.
Trustee Cardali read the following resolution, and polled the Board:
RESOLVED to grant permission to the Long Island Youth Club to fundraise in the Village Saturday, July 27, 2024 and Saturday, August 3, 2024 from 11:00 AM to 4:00 PM.

On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the residents of Fire Island Avenue to hold a block party on Saturday, August 24, 2024, from 9:00 AM - 11:00 PM, with a rain date of Saturday, August 13, 2024. The street will be blocked between Virginia Road and Robbins Avenue subject to parking restrictions for emergency purposes.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the residents of Cadman Avenue to hold a block party on Saturday, August 17, 2024, from 11:00 AM to 11:00 PM, with a rain date of Saturday, August 24, 2024. The street will be blocked between Midwood Road and Beverly Road, subject to parking restrictions for emergency purposes.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant a license to the following applicants to drive a taxi cab for Lindy’s Taxi/Sunset Taxi in the Village of Babylon:
- Paul Lagarenne
- Dean Basciano
The meeting was opened to the public and the following people addressed the Board;
