A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, JULY 26, 2022. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the meeting opened at 7:26 PM. On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, the Board entered into executive session at 7:27 to discuss current litigation, at which time the work session was ended.

Regular meeting of the Board of Trustees opened at 8:08 PM.
The Pledge of Allegiance was led by Trustee Cardali.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the minutes of the July 12, 2022 regular meeting of the Board of Trustees as amended and dispense with the reading of the same.
The Village Clerk read letter from Fire Department dated July 19, 2022:
At the regular monthly meeting of the Fire Council held July 19th 2022 the Fire Council took the following actions and we await your approval:

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Madison Beckman as a full-time office assistant for the Court at an annual salary of $31,120 effective July 11, 2022.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Liam Carolan as a part-time parking meter officer at a rate of $12.00 per hour effective July 18, 2022.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Benjamin Giandolfo as a full-time laborer with an annual salary of $35,360 effective June 27, 2022.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the residents of Walbridge Avenue to hold a block party on Saturday, September 10, 2022, from 1:00 PM to 11:00 PM, with a rain date of Saturday, September 17, 2022. The street will be blocked between Little East Neck Road South and Mayhew Avenue, subject to parking restrictions for emergency purposes.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Park Avenue tennis courts (north and south side) from August 22nd through November 5th, 2022, between 2:30 PM and 6:30 PM, for the Junior Varsity and Junior High Girls Tennis teams. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the Citizens Campaign for the Environment to canvass in the Village during the week of August 8, 2022, Monday through Friday, between the hours of 4:00 PM and 8:00 PM, contingent upon the Village receiving a list of the names of the representatives who will be canvassing.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to have Sandpiper Landscaping maintain several Village properties effective July 15, 2022.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to hire Jose Carbajal as a part-time laborer at a rate of $17.00 per hour effective June 13, 2022.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of Linda Zimmerer as part-time office assistant effective July 27, 2022.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a pro-rated refund in the amount of $690.00 to Kym Turet for Main Dock boat slip #8009 for the remainder of the 2022 season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a pro-rated refund in the amount of $120.00 to Jerry Vitiello for switching from Main Dock boat slip #8032 to East Creek slip #4020 for the remainder of the 2022 season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a pro-rated refund in the amount of $300.00 to Thomas Wittmer for giving up Beach Canal boat slip #2026.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the West Babylon School District to use the Sumpwams Creek Golf Course daily from 3:00 PM to 5:00 PM for practices and games in the Fall of 2022 (JV Boys) and the Spring of 2023 (Varsity Girls).
This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of Robyn Silvestri as Trustee of the Village of Babylon effective September 1, 2022.
The Mayor commented that while it is not always obvious, so much time is sacrificed to make the Village better and it makes such a difference and goes a long way. Trustee Silvestri put so much into this Village also, especially with the Conklin House, the Bicycle Committee and street lighting, to name a few things.
The Board thanked Robyn for her contribution to the Village, especially for her work with the Conklin House. Everyone wished her and her family well.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Christopher Elder as a full-time laborer with an annual salary of $35,360 effective June 22, 2022.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to issue a refund in the amount of $138.56 to Gary McGlinchey for overpayment of 2022 Taxes for the property located at 151 Sumpwams Avenue. [016-01-025.001]
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the residents of Howard Street to hold a block party on Saturday, August 13, 2022, from Noon to 8:00 PM, with a rain date of Sunday, August 14, 2022. The street will be blocked at Oak Street and at William Street, subject to parking restrictions for emergency purposes.
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the James Street Players to display temporary 11” x 14” signs at various merchants in the Village from Tuesday, July 19 through Sunday, July 31, 2022, to advertise the upcoming performance of All Shook Up.
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Race Awesome to hold the Catholic Health Services Suffolk County Marathon to benefit veterans on Sunday October 23, 2022. [The race will begin at 7:30 AM adjacent to the Babylon Train Station, head west on Montauk Highway, around Argyle Lake, then east on Montauk Highway to continue the race course outside the Village. The last athlete is expected to pass Rt. 231 by 8:15 AM, at which time the Village roads will reopen.] This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Andy Moncada of Goldbar Real Estate to solicit door to door in the Village (and leave door hangers) from 10:00 AM to 2:00 PM, Monday through Saturday on the following dates:
August 8 through August 13, 2022
August 15 through August 20, 2022
August 22 through August 27, 2022
This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to approve the following warrant for July 26, 2022:

Trustee Cardali commented that swim lessons will end next week and the annual swim meet will be held at the pool on Saturday, August 6th at 10:00 AM. This Friday, July 29th, at 6:00 PM the Lions Club annual Fundraiser will be held at the pool.
