A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JULY 9, 2024. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga, Trustee Miga and Village Attorney Charles J. Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:04 PM. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:03 PM.

The Pledge of Allegiance was led by Trustee Seibert.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the June 25, 2024 regular meeting of the Board of Trustees and dispense the reading of the same.

The Village Clerk noted there was no correspondence.

Mayor Adams stated that over the last few weeks our Fire Department has been running continuously on the large volume of calls in the Village and at the beach. She publicly wanted to thank the Fire Department and say that we appreciate them and the volunteers for all they do for the community.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50 to Patricia Stavropoulos for the return of one (1) ZBA sign for partial refund for the property located at 36 Kittiwake Lane.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED, that the calendars for the elected official listed on the attached chart is hereby accepted as an accurate accounting of the average number of days worked per month per year;

    And therefore,

    BE IT RESOLVED, that the Village Board of the Village of Babylon, hereby establish standard workdays for the purpose of determining days worked reportable to the New York State and Local Employee’s Retirement system:

    On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

    RESOLVED to approve the following warrant for July 9, 2024:

                    GENERAL ACCOUNT:        $ 1,355,224.53

                          CONKLIN HOUSE:        $            389.00

                                             TOTAL:        $ 1,355,613.53

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to issue a refund in the amount of $880 to Steven Socko for boat slip #5051 in Lewis Pond; resident is subletting slip for the 2024 season due to health reasons.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to the West Babylon School District to use the Sumpwams Creek Golf Course daily from 3:00 PM to 5:00 PM for practices and games in the Fall of 2024 (JV Boys) and the Spring of 2025 (Varsity Girls). This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to increase the annual salary of Joseph DeSa, full time mechanic, by $1,000 effective June 25, 2024 having completed his six-month probationary period.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to issue a refund in the amount of $5,602.90 to Corelogic for duplicate payments of 2024 taxes on the parcels listed below.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to grant permission to the residents of Howard Street to hold a block party on Saturday, August 10, 2024, from 12:00 PM - 10:00 PM, with a rain date of Sunday, August 11, 2024. The street will be blocked between Oak and William Streets, subject to parking restrictions for emergency purposes.

      On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to increase the annual salary of Michael Ramaglia, full time laborer, by $1,000 effective April 18, 2024, having completed his six-month probationary period.

      On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to grant permission to the residents of Tappan Avenue to hold a block party on Saturday, August 17, 2024 from 3:00 PM - 11:00 PM, with a rain date of Saturday, August 31, 2024. The street will be blocked between North Gate and East Gate, subject to parking

      restrictions for emergency purposes.

      On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to issue a refund in the amount of $50 to William & Theresa Pallas for the return of one (1) ZBA sign for partial refund for the property located at 396 Little East Neck Road South.

      The following announcements were made:

      •  Trustee Seibert stated the start of Summer Concert Series at Gazebo began on July 5th - concerts every Friday night, 8:00 – 9:30 PM. Summer recreation program is going well.
      • Trustee Bencivenga said Summer Golf Camp is doing great. A special thank you to Scott Glenn and the Highway Department for their hard work.
      • Trustee Cardali said the pool is open, swim lessons are underway with 197 swimmers registered. Thank you to pool staff, especial Tom and MaryBeth for all their work and managing the over 80 part-time employees working this summer. And a thank you to the Highway Department and Scott Glenn for their hard work as well. Cornhole Tournament this Friday, July 12th at the Village Pool, $10 per person. Saturday is movie night.
      • Trustee Miga thanked Scott Glenn for receiving delivery of 750 Christmas lights for the Lamppost decorating coming this holiday season.

      The meeting was opened to the public and the following people addressed the Board;
