A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JUNE 25, 2024. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga, Trustee Miga and Village Attorney Charles J. Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Miga and unanimously carried, the work session opened at 7:37 PM. On the motion of Trustee Bemcivenga, seconded by Trustee Miga and unanimously carried, the work session ended at 8:05 PM.

Regular meeting of the Board of Trustees opened at 8:08 PM.
The Pledge of Allegiance was led by Trustee Cardali.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to approve the minutes of the June 11, 2024 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the letter from the Fire Department:

RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to increase the annual salary of Joe Rivituso by $1,000 effective June 17, 2024, having completed his six-month probationary period.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to renew the attached contract with Shannondoah LLC & Jodi Girl Enterprises, Inc. for one year. [#1543]
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to hold the Snapper Clinic at the Gilbert C. Hanse Pool parking lot on August 17th, 2024, from 9:00 AM- 12:00 PM.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED that the Open Container Section of the Village Code, Chapter 256 is hereby waived for the Annual Country Fair to be held on Sunday, September 8, 2024, with a rain date of Sunday, September 15, 2024. This pertains to the Gazebo area in Argyle Park and the north side of Argyle Lake (by Trolley Line Road) for the 2024 Annual Country Fair only.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to extend the contract with the Town of Babylon for use of Motorola radios for an additional year. [#1573]
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to increase the fees at the E. Donald Conroy Golf Course at Sumpwams Creek for Golf Outing events, as indicated below, effective June 18, 2024:
Village Organizations: $17.00 per participant
Outside Organizations: $22.00 per participant
Use of the Deck: $ 8.00 per participant
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to hold the Snapper Derby at the Main Dock on August 24th, 2024, from 9:00 AM- 12:00 PM.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to Babylon United Methodist Church to maintain a 36” x 72” temporary sign on the fence to the side of the Church, located at 21 James Street, from June 1st to August 16th, 2024, to announce the dates of their Vacation Bible School.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the following warrant for June 25, 2024:
GENERAL ACCOUNT: $ 257,597.94
TOTAL GENERAL FUND: $ 257,597.94
CAPITAL FUND: $ 91,160.34
TRUST FUND: $ 3,463.98
TOTAL: $ 352,222.26
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to remove the tax exemption status on the parcel listed below from the 2023/24 & 2024/25 tax rolls as indicated, as per the attached Assessor’s Petition.
ALSO RESOLVED to bill the property owner $492.48 for the tax year 2023/24 & 2024/25.

Trustee Cardali read the following Resolution, and polled the Board;
WHEREAS, the Mayor and Board of Trustees, after the receipt and review of those certain BID proposals on May 30, 2024, submitted for the sole purpose of awarding the contract for the removal and replacement of miscellaneous concrete and brick paving, curbs, handicap ramps and driveway aprons throughout the Village of Babylon;
WHEREAS, the Village received five (5) Bid Proposals that were reviewed by its engineer and Village Attorney;
WHEREAS, the Village Engineer and the Village Attorney have concurred on their recommendation of the awardee to the Mayor and Village Board of Trustees;
NOW THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Babylon hereby awards the contract for the Village’s 2024 Miscellaneous Concrete Work Projects to GGG Contracting Corp., 30 Midland Avenue, Hicksville, New York 11801, as the lowest, responsive bidder, for the contract price of $222,500.00.
BE IT FURTHER RESOLVED, a letter of Notice of Award shall accompany this Resolution and shall be served upon GGG Contracting Corp.
WHEREFORE, this RESOLUTION, hereby adopted by unanimous vote on June 25th, 2024, before a duly constituted meeting of the Board of Trustees, shall be promptly recorded in the Office of the Village Clerk, and made part of the public record.

On the motion of Trustee Miga, seconded by Trustee Siebert and unanimously carried, it was
RESOLVED to terminate Byran Ponce, full time laborer, effective June 7, 2024.
On the motion of Trustee Miga, seconded by Trustee Siebert and unanimously carried, it was
RESOLVED to grant permission to the residents of Nehring Avenue to hold a block party on Saturday, August 17, 2024 from 12:00 Noon to 11:00 PM with a rain date of Sunday, August 18, 2024. The street will be blocked between West Gate and Bacon Lane, subject to parking restrictions for emergency purposes.
On the motion of Trustee Miga, seconded by Trustee Siebert and unanimously carried, it was
RESOLVED to accept the resignation of Shawn Hing, full time laborer, effective May 20, 2024.
The following announcements were made:
- · Trustee Siebert reminded residents that the Summer Recreation programs start on July 1st, and the Summer Concert Series at Gazebo on July 5th.
- · Trustee Bencivenga stated the Summer Golf Camp starts July 1st, and is full.
- · Trustee Cardali stated pool opening day is tomorrow, June 26 at 12:00PM. Pool is up and running. Thank you to the Greenhouse and Highway crew.
