A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MARCH 12, 2024. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga, Trustee Miga and Village Attorney Charles J. Casolaro.

On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:00 PM. On the motion of Trustee Seibert seconded by Trustee Bencivenga and unanimously carried, the work session ended at 8:09 PM.

Regular meeting of the Board of Trustees opened at 8:12 PM.

The Pledge of Allegiance was led by Trustee Bencivenga.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the February 27, 2024 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Arts Council to use the Village Gazebo for its free 2nd Thursday Concert Series on the following evenings, with concerts starting at 8:00 PM; setup at 6:30 PM:

This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED that the Board of Trustees will hold a public hearing at 7:00 PM on Tuesday, March 26, 2024, to hear the application of Roman Development LLC to open a retail fish and seafood market at 32-36 Deer Park Avenue. Copy of application and plans will be available beginning March 13, 2024, in the Office of the Village Clerk (631) 669-1500.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to re-appoint John Farrell to the Zoning Board for a five- year term which will expire April 2029.

Trustee Bencivenga read the following and polled the Board:

    WHEREAS the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law 0227PH-365-12 of 2024, adding to the Village Code, §365-12 Parking Zone Districts.

    WHEREAS, a Public Hearing was held on Tuesday, February 27, 2024,

    BE IT HEREBY ENACTED that the following Local Law, proposed as 365-12 of 2024, adding to the Village Code, §365-12 Parking Zone Districts is HEREBY ADOPTED as:

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to grant permission to Save the Great South Bay to conduct the 8th Annual Babylon Village Community Creek Clean Up along Carll’s River from Sunrise Highway to Argyle Lake on Sunday, April 14th, 2024, from 8:00 AM to 12:00 PM, beginning at the Park Avenue tennis courts. [The Village Sanitation Department will pick up the garbage at designated spots upon completion of the clean-up].

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to extend the contract with D.F. Stone Contracting, Ltd. for drainage work for one-year, effective March 10, 2024.      [#1534]

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to grant permission to Save the Great South Bay to conduct the Babylon Village Community Creek Clean Up at Hawley’s Pond on Saturday, March 23rd, 2024 from 9:00 AM to 11:00 AM, with a welcoming ceremony beginning at 8:00 AM. [The Village Sanitation Department will pick up the garbage at designated spots upon completion of the clean-up]

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to hire Matthew Gargulio as full-time laborer at an annual salary of $45,760 effective January 29, 2024.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to approve the following warrant for March 12, 2024:

                     GENERAL ACCOUNT:        $ 375,415.37

                  TOTAL GENERAL FUND:        $ 375,415.37

                                  TRUST FUND:          $     2,444.28

                                            TOTAL:           $ 378,859.65

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to grant permission to the Babylon Public Library to use various Village locations for their Summer Events, per the attached.

            On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

            RESOLVED to allow Girl Scout Troop 1636 to hold a cookie sale at the tennis courts on Park Ave on Saturday March 30th, 2024 from 10:00AM -2:00 PM.

              On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

              RESOLVED hire Joseph Desa as full time Automotive Mechanic 1 at an annual salary of $78,000 effective January 2, 2024.

                On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

                RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi/Sunset Taxi in the Village of Babylon: Georgios T. Drineas.

                The following announcements were made:

                Trustee Seibert said the George Street playground is going up, then Lewis Circle.

                Trustee Bencivenga stated that boating applications are coming in. The Golf Course Clubhouse is painted, and will open on Palm Sunday, March 24th.

                Trustee Cardali reminded all that Shred Day is Saturday, April 20th, from 9:00 AM to 12 Noon, at the Village Highway Department. Pool is ready for the upcoming season; employment applications are being accepted.

                Trustee Miga announced a Community Bike Ride for Mid-May, date to be announced.

                  The meeting was opened to the public; no one addressed the board.

                  Mayor Adams presented a Proclamation to Melissa Kalhorn, honoring her as the First Woman of Distinction in Babylon Village during National Women’s Month.

                  On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, the meeting adjourned at 8:41 PM.
