A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MARCH 14, 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Miga, Trustee Bencivenga and Village Attorney Matthew McDonough.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 7:03 PM. On the motion of Trustee Miga seconded by Trustee Bencivenga and unanimously carried, the work session ended at 7:07 PM.
On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the Board entered into executive session at 7:08 PM to discuss human resource issues and current litigation. On the motion of Trustee Bencivenga, seconded by Trustee Miga and unanimously carried, the executive session ended at 8:02 PM.

Regular meeting of the Board of Trustees opened at 8:05 PM.
The Pledge of Allegiance was led by Trustee Seibert.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to approve the minutes of the February 28, 2023 regular meeting of the Board of Trustees and dispense with the reading of the same.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED that the Board of Trustees will hold a public hearing at 7:00 PM on Tuesday, March 28, 2023, to consider the application of Francesca Genovas/Village Vines to open a retail wine liquor and lotto store at 35 John Street. Copy of application and plans will be available beginning March 28, 2023, in the Office of the Village Clerk.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED that the Board of Trustees will hold a Special Meeting at 5:00 PM on Wednesday March 22nd, 2023 for the purpose of certifying the results of the Village Elections to be held Tuesday, March 21st, 2023. Meeting will be held at Village Hall, 153 W. Main Street, Babylon, NY.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to grant permission to Save the Great South Bay to conduct the 4th annual Babylon Village Community Creek Clean Up along Sampawams Creek on Sunday, April 2nd, 2023, from 8:00 AM to 12:00 PM, beginning at 231 and Montauk Highway. (The Village Sanitation Department will pick up the garbage at designated spots upon completion of the clean-up.)

RESOLVED to increase the annual salary of Steven Lichioveri to $45,760, effective March 3, 2023.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED that the Board of Trustees will hold a public hearing at 7:00 PM on Tuesday, March 28, 2023, to consider the adoption of procedures pursuant to a recent amendment to the Open Meetings Law to make permanent (until July 1, 2024) the expanded use of videoconferencing by all of the Village boards to conduct open meetings, under extraordinary circumstances, regardless of a declaration of emergency.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to Dominick Pepito, of Universal Paranormal to hold Historical Walking Tours by the locations on the attached list on Tuesdays and Thursdays from 7:00 PM – 8:30 PM on the following dates:

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to Christ Episcopal Church to hold an outdoor procession of the Stations of the Cross around Argyle Lake on Saturday, April 1, 2023. The service will end on the front lawn of Christ Episcopal Church at the corner of South Carll Avenue and Prospect Street. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized ‘hold harmless’ agreement.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED that the Board of Trustees will hold a public hearing at 7:00 PM on Tuesday, March 28, 2023, to consider the application of Steven Squitiro, 21 Fire Island Ave LLC to open a restaurant at 17-21 Fire Island Avenue, the former location of Babylon Carriage House. Copy of application and plans will be available beginning March 28, 2023, in the Office of the Village Clerk.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hold a bid opening for pool resurfacing on April 6, 2023 at 9:30 AM.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to Cub Scout Pack 99 to use the Gazebo on Monday, May 8th, 2023 from 5:30 PM to 7:30 PM for their Arrow of Light moving up ceremony. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED that the Board of Trustees will hold a public hearing at 7:00 PM on Tuesday, April 11, 2023, to consider the application of The Pizzeria of Babylon to open an Italian restaurant at 217 East Main Street. Copy of application and plans will be available beginning March 23, 2023, in the Office of the Village Clerk.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Save the Great South Bay to conduct the 7th annual Babylon Village Community Creek Clean Up along Carll’s River from Sunrise Highway to Argyle Lake on Saturday, March 25th, 2023, from 8:00 AM to 12:00 PM, beginning at the Park Avenue tennis courts. (The Village Sanitation Department will pick up the garbage at designated spots upon completion of the clean-up.)
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to St. Joseph’s Church to conduct the annual ‘Stations of the Cross’ around Argyle Lake on Good Friday, April 7, 2023, between 1:00 PM and 3:00 PM, with assistance from Village Code Enforcement. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.
Announcements:
The Board of Trustees will hold a public hearing on Monday, April 3, 2023, at 7:00 PM in the Municipal Building, 153 West Main Street, Babylon, New York, to hear comments relating to the tentative budget for the Fiscal Year 2023-2024. Immediately following the Budget Hearing, the Annual Organizational Meeting will be held.
The tentative budget will be available on our website, www.villageofbabylonny.gov, and in the Office of the Village Clerk as of Tuesday, March 21, 2023, where it may be inspected during regular business hours, Monday through Friday, 9:00 AM to 5:00 PM.
