A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, MARCH 22, 2022. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the meeting opened at 7:00 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the Board entered into executive session at 7:38 PM to discuss Human Resources, at which time the work session was ended on the motion of Trustee Cardali, seconded by Trustee Silvestri and unanimously carried. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the executive session ended at 8:00 PM.

The Pledge of Allegiance was led by Trustee Silvestri.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to approve the minutes of the March 8, 2022 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the letter from the Fire Department dated March 16, 2022:

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to hire Giovanni D’Angelo as a full-time highway laborer with a yearly salary of $45,760 effective February 22, 2022.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to accept the resignation of full-time laborer Vincent Inga effective January 7, 2022.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to grant permission to the Babylon Beautification Society to set up a 10’ x 10’ tent on the north side of Argyle Lake (by Trolley Line Road) to sell beverages (beer, wine, water) during the 2022 Annual Fair to be held on September 18th (rain date September 25th). This permission is granted only for the 2022 Annual Fair and is contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Park Avenue tennis courts (north and south side) from 3:00 PM to 5:00 PM, March 14th through June 10th, 2022, for the Varsity, Junior Varsity and Junior High Tennis teams. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to grant permission to Bob McKeown and M. Roman to hold a Pride Parade on SUNDAY*, June 5th, 2022. Meet-up will begin at 1:30 PM at the Fitness Incentive rear parking lot, 157 Deer Park Avenue. Announcements and sponsor recognition will be at 2:30 PM and the car parade is expected to start at 3:00 PM. The parade will complete two loops, escorted by Village Code Enforcement. Permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement. *Corrected at 4/12/22 Board Meeting

Trustee Seibert commented that May 7th is Park Day. Job applications are available for Directors of the Summer Recreation programs and can be obtained through the Mayor’s Office.

RESOLVED to hire Cheryl Lugo as a full-time court clerk with a yearly salary of $31,120 effective March 28, 2022.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of groundskeeper Jose Carbajal effective March 27, 2022.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Great South Bay Amateur Radio Club to host the annual International Marconi Day activities at the VILLAGE HALL MUNICIPAL BUILDING* parking lot on Saturday, April 23, 2022, from 6:00 AM to 6:00 PM. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement. *AMENDED at 4/12/22 Board meeting
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to re-appoint John O’Farrell as an alternate member of the Zoning Board for a five-year term which will expire April 2027.

Trustee Bencivenga commented on the small driving range that is being installed at the golf course and thanked the golf course staff and the Mayor of Bellport for the helpful input. Regarding the docks, Trustee Bencivenga mentioned that poles that have been damaged are in the process of being replaced.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Paul Meyer as full-time parking meter officer with a yearly salary of $31,200 effective March 21, 2022.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the resignation of full-time court clerk Kathleen McLean effective February 25, 2022.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,
WHEREAS; the property designated by Suffolk County Tax Map District 102, Section 018, Block 01, Lot 018, known as 16 Lucinda Drive in the Village of Babylon, NY, was damaged by Superstorm Sandy and has not been occupied by the owner of record, and has not been maintained by the owner of record and,
WHEREAS; the property is unsecure and dangerous, and accordingly represents a public nuisance and,
WHEREAS; the Village Building Department has reported these conditions represent a nuisance and dangerous situation in violation of Village Code, and,
WHEREAS; the Village Building Department engaged an engineering firm which confirmed the nuisance and dangerous situation in violation of Village Code, and,
WHEREAS; the property owners of record have been notified of this violation and directed to cure this violation by March 12, 2022, and the owner failed to properly abate and the property remains a nuisance,
BE IT HEREBY RESOLVED that pursuant to Village Code Section 237-2, the Village of Babylon is authorized to remediate the offending nuisance and dangerous condition and assess the costs on the property tax bill.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED that the Board of Trustees of the Village of Babylon hereby requests proposals for the Food Concession at the Gilbert C. Hanse Municipal Pool. Sealed proposals should be submitted to the Office of the Village Clerk no later than 9:30 AM, Thursday, April 7th, 2022. The specifications for the Request for Proposal may be obtained at the Office of the Village Clerk during regular business hours, 9:00 AM to 5:00 PM, Monday through Friday, or via email request to jparker@villageofbabylonny.gov.
Trustee Cardali mentioned that the first registration for the pool will be held May 14, and opening day is June 24, 2022. The schedule of events at the pool should be on the Village website soon.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Charles Davenport as a full-time sanitation laborer with a yearly salary of $35,360 effective February 28, 2022.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to accept the resignation of parking meter officer Anthony Nunez effective March 18, 2022.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Christ Episcopal Church to hold an outdoor procession of the Stations of the Cross around Argyle Lake on Saturday, April 9, 2022. The service will end on the front lawn of Christ Episcopal Church at the corner of South Carll Avenue and Prospect Street. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Save the Great South Bay to conduct the 6th annual Community Creek Clean Up along Carll’s River on Saturday, April 2nd, 2022, from 11:00 AM to 1:00 PM, beginning at the Park Avenue tennis courts. [The Village Sanitation Department will pick up the garbage at designated spots upon completion of the clean-up.]
And,
ALSO RESOLVED to grant permission to use kayaks to gather trash around the edges of Southard Pond and along the eastern creek beds by the ball fields.
Permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to remove the veteran’s exemption from the 2021 Roll and the 2022 Tentative Roll as per the attached,

WHEREAS A PUBLIC HEARING was held on Tuesday, September 14, 2021, to consider the application of Grace Iazbeck, Haus of Grace LLC,
BE IT HEREBY RESOLVED to deny the application of Haus of Grace LLC, 10 James Street, Babylon, to add a certified Physician Assistant specializing in dermatology and cosmetic services.
Mayor Adams made the following announcements:
- The budget for the 2022-23 fiscal year was received by the Village Clerk from the Village Treasurer on March 18th, 2022, and has been presented to the Board by the Village Clerk.
Please take Notice: The annual Budget Hearing will be held at the Municipal Building, 153 West Main Street, Babylon, NY, at 7:00 PM on Monday, April 4, 2022, at which time comments relating to the tentative budget will be heard. Immediately following the Budget Hearing, the Annual Organizational Meeting will be held.

- The Board of Trustees will hold a public hearing at 7:00 PM on Tuesday, April 12, 2022 to consider the adoption of proposed Local Law of 2022 Chapter A369 Dock Rules & Regulations.
The meeting was opened to the public; no one addressed the Board.
