A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MARCH 25, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, and Trustee Goodwin. Absent: Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Goodwin and unanimously carried, the work session opened at 7:03 PM. On the motion of Trustee Bencivenga, seconded by Trustee Goodwin and unanimously carried, the work session ended at 7:56 PM.

Regular meeting of the Board of Trustees opened at 8:05 PM.
The Pledge of Allegiance was led by Trustee Seibert.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to approve the minutes of the March 11, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to grant permission to the Babylon High School Class of 2026 to host a Color Run through the trails of Southards Pond on Sunday, May 18, 2025, from 9:00 AM to 11:00 AM. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to approve the following warrant for March 25, 2025:
GENERAL ACCOUNT: $ 101,383.12
TOTAL GENERAL FUND: $ 101,383.12
CAPITOL FUND: $ 1,810.00
TRUST FUND: $ 7,855.88
TOTAL: $ 111,049.00
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Arts Council to use the Village gazebo for its free Summer Concert on Wednesday, August 20th, 2025, with setup at 6:00 PM, and concert from 7:30 – 9:00 PM. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.
And,
RESOLVED to grant permission to display 2- 24” x 36” temporary signs at the entrances to the Village to promote this event.
The Village Clerk presented the proposed Budget for Fiscal Year 2025-26 to the Board.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to hire the following as part-time starters at the golf course for the 2025 season, effective March 25, 2025:

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED hire Alex Holcomb as a part time laborer with an hourly rate of $15.00 effective March 26, 2025.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday March 11, 2025,
BE IT HEREBY RESOLVED to approve the application of Giuseppe Ruta for a Special Use Permit to open and operate a restaurant
And, be it further
RESOLVED to approve and adopt the attached covenants and restrictions for La Bottega Italian Gourmet, 238 Deer Park Avenue. [Section 010/ Block 01/ Lot 017 & 019]
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED that assessment changes have been made to the 2025/2026 Tentative Roll for the 2025/2026 Final Roll, as per the attached RP-552 forms.

On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Arts Council to display three (3) 24” x 36” temporary signs at the entrances to the Village to promote the Art by the Falls event from April 28th through May 17th, 2025.
On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary 8 ½ x 11” signs at various merchants in the Village from April 5th to May 14th, 2025 to advertise the Chefs for a Cause fundraiser to be held May 14th at The Piermont.
The following announcements were made:
- Trustee Seibert stated still accepting applications for coaches and directors for summer recreation programs.
- Trustee Bencivenga stated the golf course opened Sunday. Will be closed Thursday and Friday, March 27th & 28th for aeration. Permanent boat slip renewals are still ongoing. Need to work on pilings and remeasuring slips.
- Trustee Cardali stated the Summer Crew is at work getting the Village pool ready. Recertification and training classes are schedule for staff. Trustee Cardali said it was an honor to walk in this years’ St. Parick’s Parade, and thanked the Parade committee for the great time, especially Mayor Adams for bringing this parade to the Village,
- Trustee Goodwin stated “Dinner for 8” winner was picked for the Conklin House, and the Summer Fling had been scheduled. The Pizzeria will open a new Ramp Gallery featuring Babylon High School artist in April.
- Mayor Adams thanked the Village Treasurer, Andrew Reichel, for all his hard work on the proposed budget and being able to keep all our beautiful amenities. Thanks to the budget committee as well. The mayor also stated that the St. Parick’s Parade committee did a great job and will soon announce the Grand Marshall for the 2026 parade.
The meeting was opened to the public and the no one addressed the Board.
