A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MARCH 26, 2024. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga, Trustee Miga and Village Attorney Charles J. Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 7:30 PM. On the motion of Trustee Seibert seconded by Trustee Miga and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:04 PM.

The Pledge of Allegiance was led by Trustee Miga.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the March 12, 2024 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letters from the Fire Department dated March 19, 2024:

RESOLVED to accept the Fire Department actions as read.

    On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

    RESOLVED to grant permission to the Babylon Village Chamber of Commerce to maintain the following temporary signs throughout Babylon Village to advertise their Annual Raffle Basket Auction, from April 10th through April 24th, 2024;

    • 24” x 18” lawn signs displayed throughout Babylon Village
    • 11” x 17” posters throughout the Babylon Village District

    On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

    RESOLVED to hold I Love My Parks Day at Argyle Park on Saturday, May 4th, 2024 from 9:00 AM – 12:00 PM.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to hire the following as part-time starters at the golf course for the 2024 season, effective March 24, 2024:

      BE IT HEREBY RESOLVED to approve the application of Rukjai Prommasa of Thai Station Café, 128 N. Carll Street, to open a new restaurant,

      And, be it further

      RESOLVED to approve and adopt the attached covenants and restrictions for Thai Station Café, 128 N. Carll Street. [Section 009/ Block 01/ Lot 031]

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,

        WHEREAS, a Public Hearing was held on Tuesday, February 27, 2024,

        BE IT HEREBY RESOLVED to approve the application of Massimiliano Gargiulo of Molto Pizza, 376 Deer Park Avenue, to upgrade the liquor license and to extend the hours of operation,

        And, be it further

        RESOLVED to approve and adopt the attached covenants and restrictions for Molto Pizza, 376 Deer Park Avenue. [Section 006/ Block 03/ Lot 035]

          Trustee Cardali read the following and polled the Board:

          RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law 0227PH-343-19.1 of 2024, adding to the Village Code, §-343-19.1 Trucking Usage on Residential Streets/ No Trucking Signs

          WHEREAS, a Public Hearing was held on Tuesday, February 27, 2024,

          BE IT HEREBY ENACTED that the following Local Law, proposed 343-19.1 of 2024, adding to the Village Code §343-19.1 - Trucking Usage on Residential Streets/ No Trucking Signs is HEREBY ADOPTED as:

          Local Law # ___4____ of 2024, adding to the Village Code, §343-19.1 Trucking Usage on Residential Streets / No Trucking Signs.

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to approve the following warrant for March 26, 2024:

          The following announcements were made:

          · Trustee Seibert announced that the Village is taking employment applications for summer recreation programs.

          · Trustee Bemcivenga stated that due to the weather, the Golf Course will open April 1st, 2024. Boating applications are still coming in, renewals first, then after April 1st, others will be processed.

          · Trustee Cardali announced Shred Day is Saturday, April 20th, from 9:00 AM – 12 noon, at the Village Highway Department.

          -The Pool is hiring and still accepting applications. Opening Day is Wednesday, June 26th. Registration for pool passes and swim lessons will be at Village Hall from 9:00 AM – 12:00 PM on the following Saturdays:

                   o May 11th

                  o May 18th

                  o June 1st 

           Trustee Miga confirmed the Community Bike Ride on Saturday, May 18th at 10:00 AM, route to be determined, but will be south of Montauk Highway.   Coming in Spring, Bethpage Bike rentals will be available.

          The meeting was opened to the public; no one addressed the Board.

          The Village Clerk presented the Proposed Budget to the Board.

          Mayor Adams thanked the St. Patrick’s Day parade committee for all their hard work, wished all a Happy Easter.

          On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, the meeting adjourned at 8:19 PM.
