A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MARCH 28, 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Miga, Trustee Bencivenga and Village Attorney Matthew McDonough.
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 6:33 PM. On the motion of Trustee Cardali seconded by Trustee Seibert and unanimously carried, the work session ended at 7:02 PM.

Regular meeting of the Board of Trustees opened at 8:24 PM.
The Pledge of Allegiance was led by Trustee Bencivenga.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to approve the minutes of the March 14, 2023 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the correspondence from the Fire Department dated March 21, 2023:
At the regular monthly meeting of the Fire Council held March 21, 2023 the Fire Council took the following actions and we await your approval:

RESOLVED to approve Save the Great South Bay’s request to change the date of their Community Cleanup Event from March 25th to April 16th due to an inclement weather forecast.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to hold Shakespeare in the Park “The Tempest” rehearsals at the Gazebo on Monday July 17th and Wednesday July 19th from 4:30 PM to 6:30 PM.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED grant permission to Island Harvest and Assemblyman Michael Durso to use the Babylon Train Station, north side lot, from 10:00 AM to 12:00 PM for a Drive Through Food Drive on Saturday, May 20th, 2023. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve the following dates for the Chamber of Commerce to hold their 2023 Block Party events, as approved at Board of Trustees meeting on February 28, 2023.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to hire Liam Carolan as a full-time parking meter officer at a yearly salary of $31,200, effective March 15, 2023.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to Babylon American Legion Post #94 to hold their annual Memorial Day Parade on May 29, 2023. The parade will start at 10:00 AM at Foster Blvd. and Deer Park Ave. The parade will proceed south on Deer Park Ave. to Montauk Hwy., then west to the Argyle Park Bandshell, where the ceremonies will be held. Upon conclusion of ceremonies, refreshments will be served at Babylon Post #94, located at 22 Grove Place. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Bencivenga,
WHEREAS a Public Hearing was held on Tuesday, March 28, 2023, to consider the adoption of a resolution and procedures pursuant to a recent amendment to the Open Meetings Law (OML) to make permanent (until July 1, 2024) the expanded use of videoconferencing by all of the Village of Babylon boards to conduct open meetings, under extraordinary circumstances, regardless of a declaration of emergency.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to Long Island Youth Club to fundraise in the Village on Saturday and Sunday April 22nd and 23rd, 2023 from 11:00 AM to sundown.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to Babylon Public Library to use various Village locations for their Summer Reading Club – All Together Now; as well as future fall events per the attached.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to make the following assessment changes for the 2023/2024 final roll.

RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Locust Avenue south field [including use of the lights, press box, and concession stand] on Thursday, May 11th, 2023 at 6:00 PM to host the 12th Annual Peter Figoski Memorial Softball Game. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Donald Bonventure as a full-time laborer at a yearly salary of $45,750, effective February 21, 2023.
