A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, MAY 10, 2022. On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:05 PM. On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, the Board entered into executive session at 7:21 PM to discuss human resource issues at which time the work session was ended on the motion of Trustee Bencivenga and seconded by Trustee Cardali. On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, the executive session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:08 PM.
The Pledge of Allegiance was led by Trustee Bencivenga.
On the motion of Trustee Silvestri, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve the minutes of the April 26, 2022 regular meeting of the Board of Trustees and dispense with the reading of the same.
On the motion of Trustee Silvestri, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to increase the salary of Parking Meter Officer Steven Lichioveri to $41,600 annually effective May 5, 2022.
On the motion of Trustee Silvestri, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue refunds in the amounts indicated to the applicants listed below for the return of ZBA signs for partial refund.

Trustee Silvestri thanked the Babylon Village Arts Council and the local merchants who helped make the Kentucky Derby celebration at the Conklin House this past weekend possible. Even though it was moved indoors due to inclement weather, the event was very successful.
Trustee Silvestri commented that today was the ‘test run’ for the Duck Derby that will be held on June 25th at Argyle.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to terminate Kendrick Barrett, part-time laborer, effective April 22, 2022.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $210.00 to John Basler for moving from Lewis Pond slip #50100 (13’ wide) to slip #5045 (10’ wide) as a sublet for the 2022 season only.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $15.00 to Christopher Carew for moving from Boynes Canal slip #3037 (11’ wide) to Lewis Pond slip #5039 (10’ wide) permanently as of the 2022 season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a full refund in the amount of $1,040.00 to James Cummings for giving up Main Dock slip #8017 permanently as of the 2022 season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a full refund in the amount of $770.00 to Christie Custodio-Lumsden for giving up East Creek slip #4027 as of the 2022 season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED that the Board of Trustees will hold a public hearing at 7:00 PM on Tuesday, May 24, 2022 to consider the application of Patrick Mack of Cobra Restaurant Group LLC to open a restaurant at 94 East Main Street, the former location of Culture Fine Food and Cocktails. Copy of applications and plans are available in the Office of the Village Clerk.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the salary schedule for the 2022 Summer Employment Program, as per the attached.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to amend the resolution dated April 12, 2022 and grant permission to the Babylon Rotary Club to hold the 17th Annual Babylon Village Classic Dirty Sock 10K Run on Sunday, August 14, 2022, from 8:00 AM to 11:00 AM. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED that BRUCE HUMENIK be appointed as STANDING HEARING OFFICER for Civil Service Law Section 75 Disciplinary Cases at a rate of $100 per hour.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to amend the resolution dated April 4, 2022 and appoint DIANA PEPE to produce the VILLAGE NEWSLETTER for one year, at the following rates:
4-page editions: $ 800 each edition
6-page editions: $ 1,000 each edition
8-page editions: $ 1,200 each edition
and the printer, OCC Beyond Print, at the following rates:

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,
WHEREAS Requests for Proposals for the Food Concession at the Village of Babylon Municipal Pool were received by May 5, 2022,
BE IT HEREBY RESOLVED to award the contract to:

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the attached covenants and restrictions recorded with Suffolk County on March 23, 2022, regarding 16 East Court and allow the mayor to execute same. [District 0102 / Section 022 / Block 03 / Lots 064 and 065]
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED that the Village of Babylon will pay the recording fees totaling $325.00 to Integrity Abstract Corporation to record with Suffolk County the drainage easement between the Village of Babylon and Daniel O’Donnell/ Shannondoah LLC/ Jodi Girl Enterprises, regarding the property located at 16 East Court.
Trustee Cardali commented that the first registration for pool passes and swim lessons will be held this Saturday from 9:00 AM to Noon. First-time swimmers must be entering Kindergarten and meet the height requirement. Trustee Cardali also mentioned the car show that will be held on Sunday, June 5, 2022.
