On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:20 p.m. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the Board entered into executive session at 7:30 p.m. to discuss current litigation, at which time the work session was ended on the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the executive session ended at 8:00 p.m.

Regular meeting of the Board of Trustees opened at 8:05 p.m.
The Pledge of Allegiance was led by Trustee Silvestri
On the motion of Mayor Adams, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to approve the minutes of the April 27, 2021 regular meeting of the Board of Trustees and dispense with the reading of the same.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to hire Vincent Inga as a full-time sanitation laborer with an annual salary of $29,120. effective April 19th, 2021.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to grant permission to Babylon Pride / Hope Floats Long Island, Inc. to maintain temporary signs at various merchants in the Village from May 11th through June 6th, 2021, to advertise the Babylon Village Pride Parade on Sunday, June 6th, 2021.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried,
WHEREAS a Bid Opening was held on Thursday, April 29, 2021, for plastic bags,
BE IT HEREBY RESOLVED to award the bid to:
Fordion Packaging LLC

with a bid price of $22.85 per 100 bags.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED that BRUCE HUMENIK be appointed STANDING HEARING OFFICER for Civil Service Law Section 75 Disciplinary Cases at a rate of $100 per hour.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Babylon Lions Club to put ‘No Parking’ signs on three or four parking meters in front of Café Il Villaggio Restaurant on Sunday, June 13, 2021* from 2:00 PM to 6:00 PM during their [take-out only] pasta dinner fundraiser. (*Postponed to future date)
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $195.00 to James Lindberg for switching from a 16’ wide slip at Main Dock (#8012) to a 13’ wide slip at Main Dock (#8035) for the 2021 season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $130.00 to Keith Newell for switching from an 18’ wide slip at Main Dock (#8004) to a 16’ wide slip at Main Dock (#8012) for the 2021 season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to correct the warrant for April 27, 2021 as follows:
General Account: $ 86,373.35
Conklin House: $ 1,472.96
TOTAL GENERAL FUND: $ 87,846.31
TRUST FUND: $ 18,668.87
TOTAL: $106,515.18
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Babylon Cub Scout Pack 99 to use the Argyle Gazebo on Wednesday, May 26, 2021 from 6:00 PM to 8:00 PM for their Arrow of Light ceremony. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Bicycle Advisory Committee to hold a bike parade on Saturday, September 25, 2021 from 10:00 AM to 11:30 AM, beginning at the Park Avenue Tennis Courts. (Bike route to be determined). Babylon Bike Shop will conduct bike safety check-ups from 9:00 AM to 10:00 AM and the New York Coalition for Transportation Safety will conduct a bike safety/helmet fitting workshop at 9:30 AM.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried,
BE IT RESOLVED, by the Board of Trustees of the Village of Babylon, that the donations listed on the attached are accepted with gratitude.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED that the Village of Babylon Record Management Program Advisory Board be amended as follows:
Remove Suzanne Schettino and appoint Lisa Tripp to the Record Management Program Advisory Board.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to Babylon Cross Fit to host a Memorial Day run on Monday, May 31st, 2021 from 8:00 AM to 12:00 Noon. The run will begin at the Cross Fit storefront on Main Street to Willow Street, turn onto Prospect Street, turn north onto Fire Island Avenue and back to the storefront on Main Street. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to amend* the resolution dated March 23, 2021 and grant permission to the Long Island Youth Club to canvass/fundraise in the Village from 11:00 AM to sundown on the following weekends, provided all COVID guidelines are followed:
Saturday, May 22nd, 2021 (rain date: Sunday, May 23rd)
Saturday, July 31st, 2021 (rain date: Sunday, August 1st)
*Saturday, October 16th, 2021 (rain date: Sunday, October 17th, 2021) *additional date

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the following warrant for May 11, 2021:

Trustee Cardali mentioned that the pool is scheduled to open June 25, 2021. Registration for swim instruction and pool passes will be held at Village Hall from 9:00 AM to Noon on Saturday, May 15, May 29, and June 12, 2021. Late Registration will be held at the pool from 9:00 AM to Noon on Saturday, June 19th.
Mayor Adams made the following announcements:
- Locust Avenue will be closed from North Carll Avenue west by the baseball fields and the Hibernian Hall, beginning Monday, May 17th and will remain closed overnight while the culvert is repaired.
- As mentioned on the Village Facebook page yesterday, after many conversations with Richard Wickham from the legislative office of Verizon Fios and assistance from Suffolk County legislator Kevin McCaffrey’s Office, unfortunately, at this time we do not have any options, as there are no plans for Verizon Fios to extend cable/TV franchising into the Village of Babylon. At this time Verizon’s focus is to upgrade faster broadband for high-speed internet services only.
- This Saturday, May 16th, is the Chamber Spring Art Fling; Deer Park Avenue will be closed from Main Street to Park Avenue. Please be sure to come down and support our Village Merchants.
The Mayor reminded all to continue to take proper COVID precautions and stay safe!
