A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MAY 14, 2024. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga, Trustee Miga and Village Attorney Charles J. Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:02 PM. On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, the work session ended at 8:01 PM.

Regular meeting of the Board of Trustees opened at 8:04 PM.
The Pledge of Allegiance was led by Trustee Bencivenga.
Mayor welcomed Nancy Keating, awarded Long Island Poet of the Year, and presented Nancy with a Proclamation.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to approve the minutes of the April 23, 2024 regular meeting of the Board of Trustees and dispense with the reading of the same.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to grant permission to Kieran O’Halloran to change the date for a basketball tournament at the Park Avenue Courts from May 19th to July 13th, 2024, from 12 Noon to 6PM.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to grant permission to the Babylon Rotary Club to hold the 19th Annual Babylon Village Classic Dirty Sock 10K Run on Sunday, August 11, 2024, from 6:00 AM to 11:00 AM, with the start and finish adjacent to the tennis courts on the north side of Park Avenue. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to grant permission to the Chamber of Commerce to maintain temporary signs as indicated below, from May 25th to June 8th, 2024 to advertise the Spring Fling:
- 36” wide x 48” high street signs at:
- Main St. and Rt 109 intersection
- Main St. and Rt. 231 intersection
- 24” wide x 36” high street signs at:
- John St. and Cooper St. intersection
- Deer Park Ave. between Clinton St. & Washington St. (by Cross of Christ Lutheran Church)
- Park Avenue and Little East Neck Rd.
- 11” x 17” wide posters in the windows of various merchants in the Village
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to retain Gerard Glass & Associates, P.C. in connection with a Zoning Board of Appeals matter.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it wasRESOLVED to accept the attached contract renewal for Traditional Air Conditioning Systems & Service from December 17, 2023 through December 16, 2024. [#1430]
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $60.00 to Thomas Larkin for permanently moving from Slip #99 on East Creek to a smaller slip, #46 in Lewis Pond, as of the 2024 boating season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to Babylon Pride to maintain temporary signs at various merchants in the Village from May 8th through June 2nd, 2024, to advertise the Babylon Village Pride Parade on Sunday, June 2nd, 2024.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to hold a Bid Opening at 9:30 AM on Thursday, May 30th, 2024, for miscellaneous concrete work.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve and adopt the attached covenants and restrictions for My Place Space, 105 West Main Street. [Section 010/ Block 03/ Lot 011]
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to schedule a Public Hearing to be held on Tuesday, May 28, 2024 at 7:00 PM to consider the adoption of the below proposed Local Laws of 2024:
- Proposed Local Law 0528PH-§302-3, to amend the Village Code Chapter §302-3, Article I, Garbage Disposal, and
- Proposed Local Law 0528PH-§343-67 of the year 2024 to amend Village Code Chapter §343-67, IX, to add stop signs at the following intersections:
- North East corner of Locust Avenue and Ralph Avenue
- South West corner of Locust Avenue and Ralph Avenue
- North East corner of N. Railroad and Livingston
- South West corner of N. Railroad and Livingston (corner side of Railroad)
- Intersection of N. Railroad and Ralph Avenue
- North West corner of Nehring Avenue and Johnson Court
- South East corner of Nehring Avenue and Johnson Court
- South West corner of Virginia Road and Mortimer
- North East corner of Virginia Road and Ernst Place

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the following warrant for May 14, 2024:

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to hire Catherine Pelkowski as a full time Office Assistant with an annual salary of $36,500 effective April 29, 2024.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Shawn Hing as a full-time laborer for sanitation with an annual salary of $35,360 effective April 15, 2024.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Peggy Cohen as a full time Office Assistant with an annual salary of $36,500 effective April 18, 2024.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to accept the attached contract renewal for Central Poly Corporation through May 31, 2025. [#1559]
The following announcements were made:
- · Trustee Siebert updated the Summer Recreation programs; all employment spots are full, and there are a camper spots left. Conklin House is holding a tasting on May 29th.
- · Trustee Bencivenga stated almost all boat slips are filled and thanked the Clerk’s office for all their hard work during the start of boating season.
- · Trustee Cardali updated on Village pool; Opening Day, Wednesday, June 26th, 12PM. First weekend of registration for pool passes/lessons was busy. Next is May 18th and June 1st at Village Hall. All employment slots are filled, and there is a list of events happening at the pool. He went on to thank the Directors for their hard work and time in getting the crew together for the season.
- · Trustee Miga stated the Community Bike Ride is May 18th, starting at the Babylon Library.
The meeting was opened to the public and no one addressed the Board.
