A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, May 22, 2018.  On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, the meeting opened at 7:20 p.m. 

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to enter into Executive Session at 7:37 p.m. to discuss sensitive properties.

On the motion of Trustee Muldowney, seconded by Trustee Davida and unanimously carried, the meeting adjourned at 8:00 p.m.

The Pledge of Allegiance was led by Trustee Basile.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the May 8, 2018, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Deputy Clerk read the letter from the Fire Department dated May 17, 2018:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Arts Council to use the Gazebo on June 23rd, 2018, from 12:00 Noon to approximately 5:00 p.m., (rain date June 24, 2018) for two free Puppet show performances scheduled for 1:30 p.m. and 3:30 p.m. This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Carriage House to maintain a 4’ x 10’ temporary sign on the building located at 21 Fire Island Avenue, advertising the “Wednesday Night Lobster Bake”.  This permission is granted from June 1st to July 14th, 2018.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for May 22nd, 2018:

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to increase the annual salary of Holly Gaare $1,000.00 effective June 1, 2018.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Babylon Village Arts Council to use Argyle Park, East of the Memorial Garden, on July 7th, 2018, from 10:00 a.m. to 4:30 p.m., (rain date July 8, 2018) for the Eleventh Annual Outdoor Art Exhibit. This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to accept the resignation of Todd Shaw as the alternate member of the Planning Board effective June 1, 2018.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the annual salary of Jeanette Yantz $1,000.00 effective June 1, 2018.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to re-appoint Theresa Allar as Village Assessor for one year and to increase her annual salary $5,000.00 effective June 1, 2018.

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the attached 2018 billing rates for Savik & Murray, effective June 1, 2018.

On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, it was

RESOVLED to increase the salary of the following starters at the Golf Course .50₵ per hour effective June 1, 2018.

On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, it was

RESOLVED to hire Jeffrey Weber as a part-time clerk in the Treasurer’s office with a salary of $15.00 per hour effective April 16, 2018.

On the motion of Trustee Muldowney, seconded by Trustee Basile, and unanimously carried, it was

RESOLVED to remove the exemptions as per the attached Assessor Petitions and bill the new owners the Exempt Property Restoration as indicated on the attached Chart.

WHEREAS A Public Hearing was held on Tuesday, May 22nd, 2018,

BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law #2 of 2018, is HEREBY ADOPTED as:

Local Law 2 of 2018, establishing a moratorium on certain uses in the Business District of the Village of Babylon, conferred by Article IV §365-20 of Village Code.

** This Local Law is effective upon filing with the Secretary of State. **

Mayor Scordino made the following announcements:

-          Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, May 28, 2018, in observance of the Memorial Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.

-          The Farmers’ Market will re-open for the season on Sunday, June 4, 2018.  It will be open every Sunday from 8:00 a.m. to 1:00 p.m. through November 18, 2018.

The meeting was opened to the Public; no one addressed the Board.

Meeting adjourned at 8:15 p.m.
