A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, May 16, 2017.  On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 4:15 p.m.  On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 5:50 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the minutes of the May 9th, 2017, regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated May 22, 2017:

On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire summer employees pre-season to work on registration for the pool at $7.25 per hour.

ALSO RESOLVED to hire summer employees pre-season to work on clean up of the pool, at $8.50 per hour, with changeover of duties occurring on June 24, 2017, with the opening of the pool.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Kyle Baldwin as Head Lifeguard at the Gilbert C. Hanse Municipal Pool with a salary of $11.50 per hour effective as of June 17, 2017.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to increase the salaries of the following Golf Course Starters .50 per hour effective June 1, 2017:

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to issue a refund in the amount of $245.00 to James Jurs for switching from boat slip #21 at Main Dock to #25 at Lewis Pond.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to accept the attached agreement with Geesebusters for Geese Control at the Golf Course for the 2017 Season.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, May 9th, 2017,

BE IT HEREBY RESOLVED to approve the application of Eduardo Matute of A&M Food Adventures, Inc. to open Mamey, a Mexican Food Restaurant at 122 North Carll Ave.

ALSO RESOLVED to accept the additional C&R’s for 122 North Carll Ave., as per the attached.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

Trustee Davida announced that the next registration for swim lessons and pool passes will be held Saturday, June 3, 2017, from 9:00 a.m. to 12:00 Noon.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the starting salary for the Summer Youth Employment Program will be $7.25 per hour, except for those students who do special jobs which have more responsibility.

ALSO RESOLVED that the attached is the salary schedule for the Summer Youth Employment Program for 2017.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the resignation of Frank Gezzi as a part-time highway laborer effective May 6, 2017.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to St. Joseph’s Parish to maintain a temporary banner, approximately 4’ x 8’, on the front lawn of the parish grounds at 39 North Carll Avenue, from June 1st to July 15th, 2017, to advertise their Vacation Bible School to be held in August, 2017.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, May 9th, 2017,

BE IT HEREBY RESOLVED to approve the application of Robert Keneally of 7 Depot Place Corp., to open a Bar/Restaurant at 7 Depot Place.

ALSO RESOLVED to accept the additional C&R’s for 7 Depot Place, as per the attached.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for May 23rd, 2017:

General Account:                    $ 191,369.04

TOTAL GENERAL FUND:  $   195,374.19

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried,

RESOLVED to correct the April 25th, 2017, Trust Fund Warrant to read:

            $1,176.62 due to Dawn Rider for satisfaction of tax lien #2017-24

(Note: This is an increase of $13.98 and a change in name of lien holder from Kurt Hyman)

On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried,

RESOLVED to accept the assessment changes as per the attached Assessor’s Petition.

On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried,

RESOLVED to accept the attached Temporary License Agreement with Tres Palms, pertaining to Employee Parking at the Village Pool.

On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the Babylon Carriage House to maintain a temporary sign on the building located at 21 Fire Island Avenue, advertising the “Wednesday Night Lobster Bake”.  This permission is granted from June 1st to July 15th, 2017; any extension requires re-application.

On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to increase the annual salary for the position of Fire Marshall I to $2,000.00 effective June 1, 2017.

On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to change Dante Giovanniello from a part-time employee to a full-time Parks Department Laborer with an annual salary of $29,120.00, effective May 15, 2017.

On the motion of Trustee Basile, seconded by Trustee Adams and unanimously carried,

BE IT RESOLVED, that the calendars for the appointed and elected officials listed on the attached chart, (if required) are hereby accepted as an accurate accounting of the average number of days worked per month per year.

And therefore,

BE IT RESOLVED, that the Village Board of the Village of Babylon, hereby establish standard workdays for the purpose of determining days worked reportable to the New York State and Local Employees’ Retirement system:

All Elected and Appointed Officials:  5 day work week, six hour day

Mayor’s secretary, Treasurer, Village clerk, Village Justice Court, all clerical staff:

5 day work week, seven hour day

Superintendent of Public Works and laborer staff:   Five day work week, eight hour day.

Trustee Basile commented that the one-man art show, featuring the work of Tim Irwin, held at the Conklin House this past weekend was very well received; Tim did an outstanding job.

Mayor Scordino made the following announcements:

- The Farmers Market will re-open for the season on Sunday, June 4th, 2017.  It will be open every 

   Sunday from 8:00 a.m. to 1:00 p.m. through November 19, 2017.

- A Bid Opening is scheduled for Thursday, June 8th, 2017, at 9:30 a.m., for the Requirements

  Contract for Drainage Work.  Bid Specs will be available in the Office of the Village Clerk,  

  between the hours of 9:00 a.m. and 5:00 p.m., beginning Thursday, May 25th, 2017.

- The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, June 13,

  2017, at 7:00 p.m. to consider the adoption of the following Local Laws of 2017:

  Local Law #5 of 2017 – to repeal Local Law #1 of 2017 regarding the Tax Cap Overrride

  Local Law #6 of 2017 – to amend Chapter 343, Article XII, Section 82, pertaining to

                                          fees for Violations   XXX POSTPONED until June 27, 2017 XXX

- Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on

   Monday, May 29, 2017 in observance of the Memorial Day Holiday.  Residents should not put   

   rubbish or recycling out to the curb on holidays.

Mayor Scordino expressed condolences as he commented on the passing of long-time resident, Ed Leitch, and Bob Muldowney, brother of Trustee Kevin Muldowney.

The meeting was opened to the Public:

Kathleen Curtin, 63 Alton Rd., commented on the offensive signs on private property this past weekend
