On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:04 p.m. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the Board entered into executive session at 7:10 p.m. to discuss current litigation, at which time the work session was ended on the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the executive session ended at 8:05 p.m.

On the motion of Mayor Adams, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to approve the minutes of the May 11, 2021 regular meeting of the Board of Trustees and dispense with the reading of the same.

RESOLVED to accept the Fire Department Actions as read.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Conklin House Steering Committee to maintain a temporary sign on the Conklin House lawn from June 14th to June 29th, 2021 regarding the Paint Night hosted by the Babylon Village Arts Council.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to assume lead agency status pursuant to SEQRA concerning proposed Local Law 4 of 2021 and issue a negative declaration pursuant to SEQRA.

Local Law 4 of 2021, to amend Village Code Chapter 365 to add Article XIV, sections §365-153 through §365-157 regarding vaping and marijuana products

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, June 8, 2021, by video conference to consider the adoption of proposed Local Law 8 of 2021, to amend Village Code Chapter 210 pertaining to Landscapers. Complete text of this proposed Local Law will be available in the Office of the Village Clerk (631) 669-1500, and on our website, www.villageofbabylonny.gov, beginning May 27, 2021. The public can view the livestream video conference from a link on the Village website and will have 14 days after the hearing to comment by mail or email.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED that pursuant to New York State General Municipal Law section 104(b), MAYOR MARY ADAMS, the TRUSTEES, JEAN MARIE PARKER, Village Clerk, IRENE IVANOFF, Court Clerk, CHARLES GARDNER, Superintendent of Public Works, SCOTT GLENN, LISA TRIPP, JEANETTE YANTZ, THOMAS STEFFANN, RAYMOND PETERSON, ANTHONY NUNEZ and JOSEPH FRACCALVIERI and MATTHEW ARUNDALE of the Babylon Village Fire Department, are responsible for purchasing.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Ryan Flynn as a part-time laborer with a salary of $10.50 per hour, effective May 4th, 2021.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the Sagtikos District of the Boy Scouts of America’s Suffolk County Council to use Argyle Lake on Sunday, June 27th, 2021 from 10:00 AM to 4:00 PM for a fishing activity for youth in kindergarten through 5th grade. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement.

RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, June 22, 2021, by video conference to consider the application of George Cosentino of Ristorante Gemelli, to expand the patio seating at Gemelli’s Restaurant. Copy of application and plans will be available in the Office of the Village Clerk (631) 669-1500 beginning June 10, 2021. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to grant permission to the Babylon Rotary Club to hold the 16th Annual Dirty Sock 10K Run on Sunday, August 8, 2021, from 8:00 AM to 11:00 AM, with the start and finish adjacent to the tennis courts on the north side of Park Avenue. This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

RESOLVED to hire Raymond McKay as a part-time seasonal golf starter with a salary of $9.25 per hour effective May 22, 2021.

RESOLVED to issue a refund in the amount of $740.00 to Thomas Reichmann for boat slip #7002 at Southeast Lewis, as he will not be using the slip for the 2021 Season.

RESOLVED to issue a refund in the amount of $715.00 to Lidia Tripp for boat slip #4020 at East Creek, as she will not be using the slip for the 2021 Season.

Mayor Adams made the following announcements:
Beginning Tuesday, June 1st, 2021, Village Hall doors will be unlocked and open for the public to enter [without having to call first].
The club house at the golf course will also open as of June 1st.
Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, May 31, 2021, in observance of the Memorial Day Holiday. Just a reminder - Residents should not put rubbish or recycling out to the curb on holidays.
There will be a Memorial Day Parade this year on Monday, May 31, 2021, beginning at 11:00 AM. The Mayor thanked the American Legion Post for hosting this parade and for contributing so much to this community.
