A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, NOVEMBER 23, 2021. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:20 PM and the Board immediately entered into executive session to discuss current litigation. On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, the executive session ended at 7:55 PM and the work session was ended.

Regular meeting of the Board of Trustees opened at 7:59 PM.
The Pledge of Allegiance was led by Trustee Silvestri.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to approve the minutes of the November 9, 2021 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the letter from the Fire Department dated November 17, 2021:
At the regular monthly meeting of the Fire Council held November 16, 2021, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
The Mayor read a statement regarding the Village’s position on the recent allegations at the Babylon School District.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to hire Heather D’Angelico as full-time office assistant in the Building Department with an annual salary of $31,120 effective on November 8th, 2021.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding the proposed local law of 2021 amending Chapter §343-67, IX Stop Intersections,
and therefore,
BE IT RESOLVED
that the Board of Trustees has determined this action will not have an adverse impact on the environment.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, November 23, 2021,
BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law #12 of 2021, is HEREBY ADOPTED as:

Trustee Seibert commented that this Sunday, November 28th, is the Christmas light pole decorating.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the Long Island Yacht Club to erect a seasonal tent for various events held at the Yacht Club. Tent size is not to exceed the 35’ wide x 75’ long concrete pad. This permission is granted contingent upon the Long Island Yacht Club acquiring the proper tent permit from the Building Department at a fee of $100.00, to expire December 31st, 2022. Board of Trustees approval is required for all renewal permits.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed local law of 2021 regarding Cannabis Law Article 4,
And therefore,

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, November 23, 2021,
BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law #13 of 2021, is HEREBY ADOPTED as:
Local Law 12 of 2021, to opt out of allowing cannabis retail dispensaries and on-site consumption, as authorized under Cannabis Law Article 4

RESOLVED to increase the annual salary of Stephanie Lino to $43,680. effective November 5, 2021.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to issue a refund in the amount of $ 1,498.23 to Cronin & Cronin Law Firm PLLC, as attorneys for JJJ Enterprises LLC, for the 2019-20 tax year for the property located at 19 Sammis Avenue, as per the attached court-ordered settlement.

Trustee Silvestri commented on the recent successful fundraising events at the Conklin House, Santa Paws and Picture Perfect. Upcoming holiday events include the cookie contest, an open house during the Old-Fashioned Night of Shopping, and an early New Year’s Eve toast at 6:00 PM.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Chamber of Commerce to maintain temporary signs from November 29th through December 3rd, 2021 to advertise the Old Fashioned Night of Shopping at the following locations:
- Main Street near Rt. 231
- John Street and Cooper Street intersection
- Deer Park Avenue, between Clinton Street and Washington Street (by the Cross of Christ Lutheran Church)
- Main Street and Rt. 109 intersection (by the Greenman Pedersen building)

Trustee Bencivenga commented that all boats should be out of the marinas by November 30th.
Mayor Adams made the following announcements:
Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Thursday, November 25th, 2021, in observance of the Thanksgiving Day Holiday. Residents should not put rubbish or recycling out to the curb on holidays.
Saturday, November 27, 2021 is Small Business Saturday. We encourage all of our residents to shop locally and support our Village merchants.
