On the motion of Trustee Cardali, seconded by Trustee Seibert, and unanimously carried the Board resumed the work session at 7:20 PM and immediately entered into executive session to discuss current ligation and human resource issues, at which time the work session was ended. On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, the executive session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:02 PM.
The Pledge of Allegiance was led by Trustee Miga.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to approve the minutes of the October 25, 2022 regular meeting of the Board of Trustees as amended and dispense with the reading of the same.
The Village Clerk read the correspondence from the Fire Department:
At the regular monthly meeting of the Fire Council held October 18th, 2022 the Fire Council took the following actions and we await your approval:

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to increase the annual salary of David Ambrose by $1,000 effective June 6, 2022 having completed his six-month probation period.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to increase the annual salary of Giovanni D’Angelo by $1,000 effective August 22, 2022, having completed his six-month probationary period.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to increase the annual salary of Henry Naulaguari by $1,000 effective November 1, 2022, having completed his six-month probationary period.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to increase the annual salary of Gilberto Rivas by $1,000 effective November 2, 2022 having completed his six-month probationary period.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

Trustee Cardali commented that “Shed the Meds” will be held this Saturday November 12, 2022 from 10AM to 2PM at Village Pharmacy on Main Street.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED that the Board of Trustees hereby acknowledges that pursuant to Section 2019- a of the Uniform Justice Act, the required 2021-2022 Fiscal Year (10/01/2021 to 9/30/2022) examination of the Justice Court of the Incorporated Village of Babylon was performed by the Certified Public Accounting firm of Skinnon and Faber October 14, 2022.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried,
RESOLVED to increase the yearly fees for Reserved Parking Permits, effective November 1, 2022, as follows:
Reserved Parking- Daily Use Spaces: $350
Reserved Parking- Occasional Use Spaces: $265
Decal for Second Vehicle: $125
Nights and Weekends: $ 75
Nights and Weekends Non-Resident (MTA) $125
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to approve the engagement letter with Skinnon and Faber Certified Public Accountants, P.C. for the period of October 2022 through September 2023. They will provide the audit or examination of the Village’s Justice Court for the period of time noted above.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve the following warrant for November 8, 2022:
General Account: $ 286,311.84
Conklin House: $ 1,244.50
TOTAL GENERAL FUND: $ 287,536.34
Trust Fund: $ 3,559.38

On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law 1108PH §343-67 of 2022 amending Chapter §343-67 IX Stop Intersections, and therefore,
BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, November 8, 2022,
BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law 1108PH §343-67 of 2022 is HEREBY ADOPTED as:
Local Law # 9 of 2022, amending Village Code Chapter §343-67, IX, to add stop signs at the following intersections:
- on Nehring Avenue at the intersection of Bacon Lane

The Mayor made the following announcements:
Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up Friday, November 11th, 2022, in observance of the Veterans Day Holiday. Residents should not put rubbish or recycling out to the curb on holidays.
Veterans’ Day Parade hosted by American Legion, Babylon Post 94 to be held Friday beginning at 10AM.
