A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, NOVEMBER 9, 2021. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:11 PM. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the Board entered into executive session at 7:15 PM to discuss current litigation. On the motion of Trustee Silvestri, seconded by Trustee Cardali and unanimously carried, the executive session ended at 7:20 PM and the work session resumed. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the work session ended at 7:50 PM.

Regular meeting of the Board of Trustees opened at 8:02 PM.
The Pledge of Allegiance was led by Trustee Silvestri.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to approve the minutes of the October 26, 2021 regular meeting of the Board of Trustees and dispense with the reading of the same.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Chamber of Commerce to maintain temporary signs from November 12th through November 27th, 2021 to advertise Small Business Saturday at the following locations:
- Main Street near Rt. 231
- John Street and Cooper Street intersection
- Deer Park Avenue, between Clinton Street and Washington Street (by the Cross of Christ Lutheran Church)
- Main Street and Rt. 109 intersection (by the Greenman Pederson building)
Red Meter bags will be in place from Small Business Saturday, November 27th, 2021 until New Year’s Day.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to schedule a public hearing to be held on Tuesday, November 23, 2021 at 7:00 PM to consider the adoption of proposed Local Law 12 of 2021 to amend Chapter 343-67, Section IX of Village Code to add stop signs at the following intersections: on Siegel Boulevard at the intersection of Roosevelt Street and on Fire Island Avenue at the intersection of North Road. Complete text of the above Local Law will be available beginning November 12th in the Office of the Village Clerk and on the Village website, www.villageofbabylonny.gov.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

Trustee Silvestri commented that the Conklin House Porch will be open for veterans and those in active military service to view the Veterans Day parade.
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED that the American Legion, Babylon Post 94, will hold the annual Veterans Day Parade on Thursday, November 11, 2021. The parade will begin at 10:00 a.m. at Foster Boulevard, proceed south on Deer Park Avenue, turn west onto Montauk Highway, turn onto North Carll Avenue, to Grove Place and end at Babylon Post 94, where the ceremony will be held at 11:00 AM. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to approve the attached budget transfers for the 2020-21 Fiscal Year.
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to schedule a public hearing to be held on Tuesday, November 23, 2021 at 7:00 PM to consider the adoption of proposed Local Law 13 of 2021 to opt out of allowing Cannabis Retail Dispensaries and on-site consumption as authorized under Cannabis Law Article 4. Complete text of the above Local Law will be available beginning November 12th in the Office of the Village Clerk and on the Village website, www.villageofbabylonny.gov.
Trustee Cardali spoke about the Village Cup that was held at the golf course this past weekend. Former Village Trustees and guests of honor, Kevin Muldowney and Tony Davida, were presented with plaques for their many years of service and dedication to this Village.
Trustee Cardali also reported on the new 2021 Fire Department Phoenix Hose pumper truck. This new larger truck holds a greater volume of water and has much greater pumping capacity than the 1987 truck it is replacing. The new truck will hopefully be in service by Veterans Day.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to amend the retroactive date of salary increases from May 25, 2021 to April 1, 2021, for the following golf course employees:

RESOLVED to issue refunds in the amounts indicated to the applicants listed below for the return of ZBA sign(s) for partial refund.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried,
WHEREAS, the Village of Babylon has been notified of the intent of SAF Hospitality, LLC, d/b/a The Babylon Carriage House, 21 Fire Island Avenue, to file an application for a liquor license with the New York State Liquor Authority;
BE IT RESOLVED, that to the extent permitted by the New York State Liquor Authority, the Village of Babylon Board of Trustees hereby waives the requirement that written notice of the application be given to the Village at least thirty (30) days prior to submitting this application, and,
BE IT FURTHER RESOLVED that the Village Clerk is hereby authorized to issue a letter to the applicant and to the New York State Liquor Authority to confirm the Village’s receipt of the Notice of Intent to file for the liquor license.
On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to approve the following warrant for November 9, 2021:

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was
RESOLVED to grant an unpaid leave of absence to part-time laborer Timothy Martin, effective November 3rd, 2021.
Mayor Adams made the following announcement:
Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up Thursday, November 11th, 2021, in observance of the Veterans Day Holiday. Residents should not put rubbish or recycling out to the curb on holidays.
