A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, SEPTEMBER 24, 2024. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga. Absent were: Trustee Miga and Village Attorney Charles J. Casolaro. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the work session opened at 7:15 PM. On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, the work session ended at 7:59 PM.

Regular meeting of the Board of Trustees opened at 8:01 PM.
The Pledge of Allegiance was led by Trustee Cardali.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the minutes of the September 24th, 2024 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk noted there was no correspondence.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to schedule a public hearing to be held on Tuesday, October 22nd 2024 at 7:00 PM to consider the application of the restaurant Horace & Sylvia’s Public House, 100 Deer Park Avenue, for a change of ownership and redesign of the floor plan, pursuant to the C & R’s of March 2004.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Babylon Lions Club to display 8 ½” x 11” temporary signs at various merchants and small 8 1/2” x 11” lawn signs throughout the Village from October 9th through October 24th, 2024 to advertise their “Cigar Dinner Fundraiser!” on October 24th, 2024.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of James Kanzler, planning board member, effective September 27, 2024.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the request to retire from full time laborer Michael Ramaglia effective June 26, 2024.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of Abdulaye Sy as part time laborer, effective August 5, 2024.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of Adam Ciabattari, full time laborer, effective September 17, 2024.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Friends of the Babylon Public Library to maintain temporary signs (18” x 24”) from November 10th - 16th, 2024 to advertise the “Friends Book Sale @Babylon Public Library”. Signs are to be placed at the following locations:

On the motion of Trustee Seibert seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to issue a refund in the amount of $9.21 to Lilgene Realty Corp. for overpayment of 2024/25 taxes for 141 John Street. [SBL 007-02-087]
On the motion of Trustee Seibert seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to appoint Sean Goodwin to the Planning Board to fulfill the remaining term of James Kanzler effective October 24, 2024.
On the motion of Trustee Seibert seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Nageen Okomba as a full-time laborer with an annual salary of $35,360 effective August 26, 2024.
On the motion of Trustee Seibert seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Steven Stevens as a full-time sanitation laborer with an annual salary of $35,360, effective September 9, 2024.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to schedule a Public Hearing to be held on Tuesday, October 22, 2024 at 7:00 PM to consider the adoption of proposed Local Laws of 2024:
- 1022PH 295 of 2024, to amend Village Code Chapter 295, Skateboards, Skates and Scooters.
- 1022PH 367-1 of 2024, amending the Village Code, §367-1(E)- Rules and Regulations established -Rule 5
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the American Legion to hold the annual Veterans’ Day parade on Monday, November 11, 2024, at 10:00 AM starting at Foster Blvd and Deer Park Ave. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the Sayville Running Company to use Southard’s Pond trails for a half marathon race on Saturday, November 16th, 2024, from 7:00 a.m. to 12:00 p.m. The race will start and finish in Belmont State Park, with a portion of the proceeds going to a local Babylon Village charity. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Abdulaye Sy as a part time laborer as a rate of $14.50 per hour, effective May 23, 2024.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to terminate Steven Stevens as full-time sanitation laborer, effective September 12, 2024.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the resignation of Najeem Okomba, full time laborer, effective September 24, 2024.
Mayor Adams read the following Resolution and polled the Board:
WHEREAS, October is Breast Cancer Awareness Month, let it be known that the Village of Babylon is pleased to recognize and observe October 13, 2024 as Metastatic Breast Cancer Awareness Day and hereby recognize the #LightUpMBC nation campaign to benefit METAvivor: and
WHEREAS, there is a global #LightUpMBC campaign on October 13th every year to illuminate over 117 landmarks throughout the world, in the metastatic breast cancer (MBC) colors of teal, green, and pink, to honor 117 lives lost to MBC each day and bring awareness to the disease of metastatic breast cancer. The day will culminate in a virtual broadcast known as #LightUpMBC Live to commemorate landmarks lighting around the country, share inspiring stories from the metastatic breast cancer community, and raise research funds; and
WHEREAS, the pink ribbon is well-known for representing the fight against early-stage breast cancer, it is not inclusive of Stage IV breast cancer. Therefore, the metastatic breast cancer awareness tri-color ribbon includes teal, green, and pink. The teal color portrays healing and spirituality. Green represents the triumph of spring over winter, life over death, renewal, hope, and immortality and the thin pink overlay signifies that the cancer originated in the breast; and
WHEREAS, breast cancer is the most common type of cancer among women in the world, and second leading cause of cancer death among women in the United States. More than one in eight women and one in 833 men in the U.S. will be diagnosed with breast cancer in their lifetimes. In 2024, an estimated 313,510 Americans will be diagnosed with invasive breast cancer and
WHEREAS, Metastatic breast cancer occurs when breast cancer spreads to other parts of the body, including the bones, lungs, liver, and brain and has an average life expectancy of 2-3 years. Regardless of early detection, approximately 30% of stage 0 to III breast cancers will return as stage IV. An estimated 42,780 Americans will die from breast cancer in 2024, equal to 117 women and men per day, with 98% due to metastatic breast cancer; and
WHEREAS, the national organization, METAvivor Research and Support, funds critical stage IV metastatic breast cancer research and educates the public about metastatic breast cancer and lack of funding for stage IV treatment. METAvivor aims to dramatically increase the current percentage of U.S. breast cancer research dollars from under 5 percent to 30 percent for the already metastasized patient. The national hashtags for this initiative on social media fall under #METAvivor and #LightUpMBC; and
WHEREAS, Metastatic breast cancer affects all races and socioeconomic classes. While Caucasian women see slightly higher incidence rates of breast cancer, the mortality rate for Black women with breast cancer is 41 percent higher than that of Caucasian women, and breast cancer is the leading cause of cancer-related death for Hispanic women; and
NOW, THEREFORE IT BE RESOLVED that the Village of Babylon hereby encourages citizens to join the national effort towards awareness of metastatic breast cancer during October by illuminating local buildings or landmarks in the MBC colors of teal, green, and pink on October 13th.

The following announcements were made:
- Trustees Bencivenga stated boating season ends November 30th. Clerk’s office taking winter mooring applications. Fees remain unchanged from last year; $300 Resident. $600 Non-Resident. Last tee time at the Golf Course will be 5:00 PM. Starting November 3rd (Daylight Savings Time), last tee time will be at 3:00 PM.
- Trustee Siebert said the Apples & Arts Festival at the Conklin House was a success. New playground equipment at Lewis Circle Playground is installed and the George Street playground will be adding new equipment as well.
- Trustee Cardali thanked the Highway and Sanitation Departments for help with past weekend’s Car Show. Fire Department completed inspections.
The meeting was opened to the public and the following person addressed the Board.
