A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, SEPTEMBER 10, 2024. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga, Trustee Miga and Village Attorney Charles J. Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:05 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the work session ended at 7:46 PM.

Regular meeting of the Board of Trustees opened at 8:00 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the August 13th, 2024 regular meeting of the Board of Trustees and dispense the reading of the same.

The Village Clerk read the letter from the Fire Department dated August 20th, 2024:

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to hire Thomas Rivera as a full-time laborer with an annual salary of $29,120 effective June 24, 2024.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to hire Keenan Duncan as a full -time laborer with an annual salary of $35,360 effective July 15, 2024.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to grant permission to the Chamber of Commerce to maintain temporary signs from September 21st through October 5th, 2024, (October 12th if rain date needed) to advertise the “Fall Harvest Festival.” Signs to be posted at the following locations:

  • 36” x 48” Sign – entrance to VOB - Route 109 and Montauk Highway.
  • 36” x 48” Sign -entrance to VOB at end of 231 and Montauk Highway,
  • 3 24” x 36” signs to be displayed within Babylon Village accordingly.
  • 11” x 17” posters to be displayed in windows of VOB establishments.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried,

RESOLVED to grant permission to Babylon Jr.-Sr. High School to hold the Homecoming Parade on Saturday, October 5th, 2024 at 4:00 p.m. The line-up will begin at 3:30 p.m. in the municipal lot behind Gemelli’s; the parade will head west on Main Street, turn onto North Carll Avenue, and proceed to the High School football field parking lot. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried,

RESOLVED to issue a refund in the amount of $100 to Dennis O’Leary for a photo permit at Argyle Park for September 7, 2024. Duplicate bridal parties at location and was unable to take the photos.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried,

RESOLVED to grant permission to the residents of Lincoln Street to hold a block party on Saturday, October 5th, 2024, from 12:00 p.m. to 11:00 p.m., with a rain date of Sunday, October 6th, 2024. The street will be blocked between Deer Park Avenue and Siegel Boulevard, subject to parking restrictions for emergency purposes.

    On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried,

    RESOLVED to grant permission to the residents of East Harrison Avenue to hold a block party on Saturday, September 21st, 2024, from 11:00 a.m. to 11:00 p.m. The street will be blocked between Little East Neck Road and the corner of East Shore Drive, subject to parking restrictions for emergency purposes.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to hire Christopher James as a full-time laborer with and annual salary of $29,120 effective June 3, 2024.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED hire Ronnie Carpenter as a full-time laborer with an annual salary of $35,360 effective August 7, 2024.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to increase the yearly fees for Reserved Parking Permits, effective September 15th, 2024, as follows:

                                            Reserved Parking- Daily Use Spaces:                                 $385

                                                                Decal for Second Vehicle:                                  $185

                                                                           Apartment Parking:                                   $315

                                           Nights and Weekends Non-Resident:                                   $185

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to Babylon Seventh - Day Adventist Church to maintain a 93” x 36” temporary sign on the lawn, from August 28th though September 15th, 2024 to promote their “International Food Festival” on Sunday, September 15th.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED that the Village Cup will be held at the E. Donald Conroy Sumpwams Creek Golf Course on September 28th, 2024, with a rain date of October 19th, 2024,

      And,

        ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only, for this event.

        On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

        RESOLVED to issue a refund in the amount of $200 to Timothy Crowley for a ladder that was not installed in boat slip #34 at the Main Dock.

        On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

        RESOLVED to grant permission to James Logan to hold an informal golf outing at the Sumpwams Creek Golf Course on Sunday, October 6th, 2024 from 8:00 am – 11:30 am., with a small group in attendance. This permission is granted contingent upon timely receipt of a notarized hold harmless agreement.

        And,

        ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only, for this event.

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to hire Melvin Franco as a full-time laborer with an annual salary of $45,760, effective July 1, 2024.

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to accept the resignation of Keenan Duncan, full-time laborer, effective August 7, 2024.

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to grant permission to the residents of Gamecock Lane to hold a block party on Saturday, September 28th, 2024, from 12:00 p.m.to 11:00 p.m., with a rain date of Sunday, September 29th, 2024. The street will be blocked between Little East Neck Road South and Gamecock Lane, subject to parking restrictions for emergency purposes.

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to approve the following warrant for September 10, 2024:

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to hire DeGennaro’s Landscaping to maintain the following village property and add all charges to the property tax bill:

          • 128 Village Line Road

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,

          BE IT RESOLVED that the Board of the Village of Babylon hereby authorizes the Babylon Village Justice Court to apply for a JCAP grant in the 2024-2025 grant cycle up to $30,000.00, and upon approval of said request to enter and execute a project agreement with the New York State Unified Court System for such financial assistance to this court.

          On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

          RESOLVED to remove the tax exemption status on the parcel listed below from the 2024/25 tax roll as indicated, as per the attached Assessor’s Petition,

          ALSO RESOLVED to bill the property owner $218.20 for the tax years 2023/24 and 2024/25.

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to hire Charles LaPera as a full-time laborer with an annual salary of $29,120 effective July 1, 2024.

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to accept the resignation of Michael Augello, full-time laborer, effective August 30, 2024.

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to grant a license to the following applicants to drive a taxi cab for Lindy’s Taxi/Sunset Taxi in the Village of Babylon:

          • George Kelada

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to grant permission to Tres Palms to hold the Annual Oyster Fest on Sunday, October 6th, 2024 from 2:00 p.m.-7:00 p.m.

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to terminate Christopher James, full time laborer, effective August 28, 2024.

          The following announcements were made:

          Trustee Siebert stated October 4-6, 2024 is the Apples & Arts Festival, at the Conklin House. Also, the George Street playground will be having new equipment installed.

          Trustees Bencivenga stated the next free golf clinic at Sumpwams Creek Golf Course is September 21st, 2024.

          Trustee Cardali announced the following events:

          • September 11th – 9/11 Memorial Service starting at 8:00 AM
          • September 21st – S.T.OP. / Shred Day at Highway Department
            • S.T.O.P. – 9:00 a.m. – 12:00 noon
            • Shred - 1:00 -4:00 p.m.
          • September 28th – Babylon Fire Department’s Annual Inspection

          The meeting was opened to the public and the no one addressed the Board.

          On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, the meeting adjourned at 8:24 PM.
