A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, SEPTEMBER 12, 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Miga and Attorney Charles Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:46 PM. On the motion of Trustee Bencivenga seconded by Trustee Cardali, and unanimously carried, the work session ended at 8:03 PM.

Regular meeting of the Board of trustees opened at 8:05 PM.
The Pledge of Allegiance was led by Trustee Bencivenga.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to approve the minutes of the August 8, 2023 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to increase the annual salary of Donald Bonaventure by $1,000 effective August 21, 2023 having completed his six-month probationary period.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

to grant permission to Friends of Kevin McCaffrey to maintain temporary 27” x 18” lawn signs at various residences in the Village from September 15th
to November 8th, 2023 regarding the upcoming election.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED
to grant permission to the Babylon Rotary Club to hold its annual golf outing and barbeque at the E. Donald Conroy Golf Course on Monday, October 2, 2023, with a rain date of October 16, 2023, from 9:00am – 12:00pm. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
And,
ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code Chapter 256 for the deck area only for this event.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

for Henry Naulaguari to return to work on August 1, 2023 from his leave of absence.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to increase the annual salary of Edward Walsh by $1,000 effective September 6, 2023 having complete his six-month probationary period.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED
to grant permission to the residents of Smith Street to hold a block party on Saturday, October 14, 2023 from 12:00 PM to 11:00 PM with a rain date of October 15, 2023. The street will be blocked between Deer Park Avenue / Wampum Road and William Street & Oak Street, subject to parking restrictions for emergency purposes.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

to approve the attached annual raises for the 23/24 Fiscal Year for CSEA and Non-CSEA staff. effective June 2, 2023.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to amend the job title to seasonal ground keeper for Paul Turner at a rate of $20 per hour effective August 7, 2023.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to increase the per player fee for members of the high school golf teams using the Babylon Village Golf Course (Sumpwams Creek) to $12 per player, effective September 1, 2023.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,
BE IT RESOLVED that the Board of the Village of Babylon hereby authorizes the Babylon Village Justice Court to apply for a JCAP grant in the 2023-2024 grant cycle up to $30,000.00, and upon approval of said request to enter and execute a project agreement with the New York State Unified Court System for such financial assistance to this court.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED grant permission to the Post Office Café to host the 32nd Annual 5K for MPS on Saturday, October 21, 2023, with road closures from 9 AM to 11:30 AM. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Dawn Dahill as Deputy Clerk with an annual salary of $40,000 effective August 14, 2023.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Babylon Jr.-Sr. High School to hold the Homecoming Parade on Saturday, September 30, 2023, at 12:30 PM. The line-up will begin at 12:15 PM in the municipal lot behind Gemelli’s; the parade will head West on Main Street, turn onto North Carll Avenue, and proceed to the High School football field parking lot. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hold a Car Free bike ride at Southards Pond on Saturday September 23, 2023 at 10 AM.

Announcements:
Trustee Seibert stated the Concert Series ended. Parks and Recreation will continue to work on parks, possibly adding a garden. They selected new equipment they would like to purchase by end of October with a portion of a grant that was received.
Trustee Bencivenga stated that Golf camp was successful as well as the Metropolitan & Junior PGA event. Gound keepers and staff are doing a great job. Boaters had a great season. We are getting ready for winter mooring and coordinating with the road project on Shore Road.
Trustee Cardali stated Pool Season ended successfully, thanks to the weather and great staff. Pool closed for season, fall cleanup & continuation of renovations underway. Fire Department annual inspection and awards on Saturday, 9/16. Boy Scout Eagle project underway marking storm drains.
S.T.O.P / Shred Day will be held on Saturday, September 23, 2023, by the Highway Department on Carlston Place from 9 AM to 12 Noon. This event is for Babylon Village residents only and ID is required. Any questions can be directed to the Highway Department at 631-669-4878
Trustee Miga stated Historical Society will be hosting on September 17th, “Explore the Origins of the Frist Decoy” and on September 24th, “1920’s Trip to the Babylon Theater” from 2:00 – 4:00 PM. Sunday, October 1st, Historical Trolley Tour, more info on Website.
Mayor Adams thanked Scott Glen and entire Highway & Sanitation Crew along with the Park Department for sprucing up the Village; sidewalk repair of Railroad Avenue, sidewalk redone, handicap ramps, red pavers in place, flower boxes and trees, as well as previous completed work on Deer Park Avenue. Grove Place and residential streets to follow. Bushes and painting done to Village Hall looks great.
