The Pledge of Allegiance was led by Trustee Bencivenga.
The Village Clerk read the legal notice:
NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Babylon will hold a Public Hearing at 153 West Main Street on Tuesday, September 14, 2021, at 7:00 p.m. or as soon thereafter as can be heard, to consider the application of Grace Iazbeck of Haus of Grace, LLC for a new change of use permit to add a certified Physician Assistant specializing in dermatology and cosmetic services.
Copy of application and plans may be examined by contacting the Village Clerk’s Office at (631) 669-1500, between the hours of 10:00 AM and 4:00 PM Monday through Friday.
All interested persons should appear at the above time and place and they will be given the opportunity to be heard. All applicants and their duly appointed representatives must appear in person at the above hearing.

Grace Izabeck addressed the Board to explain her intention to add a certified physician assistant who specializes in dermatology and cosmetic services including medical facials, Botox injections, fillers and chemical peels. The physician assistant, who also works in a private practice in Manhattan under the license of a Plastic Surgeon, would have a private practice at Haus of Grace two (2) days a week, Thursdays and Saturdays. It is not anticipated that this will cause an increase in traffic or parking, as they will be servicing the same clients.
The Board had several questions regarding the addition of the medical component to the beauty salon, including the disposal of sharps, plans to handle a medical emergency, etc., and felt more information needs to be provided to both the Board and the clients of Haus of Grace.
No one addressed the Board regarding this application, and no comments were received.
On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to reserve decision.

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Babylon will hold a Public Hearing at the Municipal Building, 153 West Main Street, Babylon, NY, on Tuesday, September 14, 2021, at 7:00 PM, or as soon thereafter as can be heard, to consider the adoption of proposed Local Law #9 of the year 2021 to amend Village Code Chapter §343-74 to require parking by special permit on Merman Place and on the east side of Fire Island Avenue between Nereid Place and Merman Place.

All interested persons should appear at the above time and place, and they will be given an opportunity to be heard.
Mayor Adams explained that this local law is to add certain streets off of Fire Island Avenue to the list of those that require homeowners to have a special permit to park in the street and not to have restaurant parking in those areas.
Special permits will be issued for all cars in the household at no charge to the residents. Up to four guest passes will also be issued and in the event of special occasions where additional parking is necessary, temporary guest passes can be obtained through the Village Clerk’s Office for the specific event. Signs will be posted indicating that parking is by special permit only.

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Babylon will hold a Public Hearing at the Municipal Building, 153 West Main Street, Babylon, NY, on Tuesday, September 14, 2021, at 7:00 PM, or as soon thereafter as can be heard, to consider the adoption of proposed Local Law #10 of the year 2021 to amend Village Code Chapter §256-3 A. to prohibit contractors from working on Sundays in the Village of Babylon.

All interested persons should appear at the above time and place, and they will be given an opportunity to be heard.
The mayor explained that this law is to amend current code to specifically address contractors working on Sundays. Contractors will be prohibited from working on Sunday but homeowners can do their own contracting or their own landscaping work on their own home.

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Babylon will hold a Public Hearing at the Municipal Building, 153 West Main Street, Babylon, NY, on Tuesday, September 14, 2021, at 7:00 PM, or as soon thereafter as can be heard, to consider the adoption of proposed Local Law #11 of the year 2021 to add to Village Code Chapter §370 Fishing Regulations.

All interested persons should appear at the above time and place, and they will be given an opportunity to be heard.
The mayor explained that this local law is not intended to prohibit fishing; the intent is to prohibit those who do not fish in a sportsmanship-like way. Regulations will be following NYS freshwater fishing guidelines.
This local law is for the safety of people and wildlife and will enable code enforcement to summons people who are not doing the right thing. There are currently containers throughout the park to responsibly dispose of hooks, lines, etcetera. We will also be meeting with the DEC to ensure everything is done properly.
