A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, SEPTEMBER 24, 2024. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Bencivenga, Trustee Miga and Village Attorney Charles J. Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:09 PM. On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:01 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the September 10th, 2024 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated August 20th, 2024:

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to the Babylon Public Library to hold the Touch A Truck Program in the Babylon Library parking lot and the municipal lot on South Carll Avenue on Saturday, October 26, 2024, from 11:00 AM to 2:00 PM.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to the Babylon Teachers’ Association, to reschedule their golf outing at the Sumpwams Creek Golf Course for Wednesday, October 16th, 2024, start time 3:45 PM. The original approved date was September 18th, 2024. Due to forecasted inclement weather they are requesting a date change.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to approve the following warrant for September 24, 2024:

    RESOLVED to grant permission to the Post Office Café to maintain temporary signs in the Village of Babylon, at the locations listed, to advertise their 33rd Annual Race for MPS to be held on Saturday, October 19th, 2024, starting at 9:30am for the 1K Fun Run and 10:00am for the 5K Run.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to grant Raymond Peterson Family Medical Leave effective September 3, 2024.

      On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

      RESOLVED to schedule a Public Hearing to be held on Tuesday, October 22, 2024 at 7:00 PM to consider the adoption of proposed Local Laws of 2024:

      • 1022PH 281-5 of 2024, to amend Village Code Chapter §281-5, Application for rental occupancy permit.
      • 1022PH 365-20J of 2024, to amend Villag Code §364-20J, Facade Improvement

      On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

      RESOLVED to grant permission to the Babylon Rotary Club to maintain 12” x 18” temporary signs at various merchants in the Village from September 24th through October 7th, 2024, to advertise the 24th Annual Charity Golf Outing on October 7th, 2024.

      On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

      RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain 8 ½”x11 flyers at various merchants in the Village from September 28th through October 6th, 2024, to advertise the Laps for Love Walk around the lake at Babylon Town Hall, 200 E. Sunrise Highway, Lindenhurst, on Saturday, October 5th, 2024, from 10AM to 2PM (Rain date October 6th).

      On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED in accordance with the Records Retention and Disposition Schedule LGS-01, to dispose of the items from the Treasurer’s Office, listed on the chart.

      On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to accept the resignation of Catherine Pelkowski, full time Office Assistant, effective September 20, 2024.

      The following announcements were made:

      • Trustees Bencivenga stated that Golf Outings are being scheduled. We will keep the Golf Course open as long as possible. Boating season is wrapping up, and boats need to be out of the water by November 30th.
      • Trustee Cardali announced the Babylon Fire Department’s Annual Inspection is this weekend. Car Show is at the Village Pool parking lot on Sunday, October 6th from 9AM- Noon.
      • Trustee Siebert stated October 4-6, 2024 is the Apples & Arts Festival at the Conklin House. Lewis Circle Playground equipment will be installed in October, and, the George Street playground is almost done.

      The meeting was opened to the public and the following person addressed the Board.
